the blacklist library (72) is used for acquiring data of the detection submodule (71) and storing the data of the terminal (3) corresponding to the illegal user marked as the illegal user;
and the violation processing submodule (73) is used for limiting the service of the electronic SIM card of the terminal (3) in the blacklist library (72).
