firstly, innovators put forward innovation requirements, an AI computation module is delivered for evaluation processing, the AI computation module analyzes and evaluates the influence and risk of scientific and technological innovation activities generated by special materials based on appointment on the aspects of environment, ethics, society, safety and the like by utilizing the technologies of AI computation, machine learning and the like according to the existing special material information in a database, utilizing data information and social and natural scientific knowledge and applying a modern mathematics and statistical method, rejects the appointment requirements of the special materials which do not meet the standards according to the evaluation standards of natural resource bearing limits, ecological environment bearing limits, social ethics bearing limits and human survival bearing limits, and backs up the evaluation results to the database; the AI computing module generates general data and special data according to innovation requirements after auditing and stores the general data and the special data into a database, the general data are data which can be disclosed, all general data, such as special material reservation condition, surplus and other information are uploaded through a block chain module and are known by all innovation personnel, the special data are data information which can only be provided for innovation personnel who propose the innovation requirements, such as a quantum key for identity recognition, information of the type, the quantity, the transportation place and the like of special materials, and a quantum key is generated through a quantum encryption module and is provided for the innovation personnel for identity verification; on one hand, quantum key information generated by the quantum communication module is stored in special data through the quantum communication module, and on the other hand, the special data is synchronized with an external central control system through the quantum communication module in real time, so that the external central control system can finally control all links; the innovation personnel access the qualification review module through the quantum communication module to apply for starting special material transfer, the qualification review module reviews identity of the innovation personnel through modes of keyboard input, voice input, pupil identification, brain wave identification and the like, and if the quantum key provided by the innovation personnel is completely consistent with the quantum key provided by the quantum encryption module, the energy supply module is driven to have functions of a packaging metering module and a power module, and transportation is started;
as shown in fig. 3, during the transportation process, the unmanned technology is utilized to realize automatic driving, special materials are packaged by a packaging and metering module, it has the functions of high-precision mass weighing, mass spectrometry, atomic absorption spectrometry, atomic calibration tracking and the like, ensures that the metering precision of the material reaches the atomic level, and tracks the material flow direction, and utilizes the characteristic that the temperature of the phase-change material is almost unchanged in the heat storage/release process, the temperature required in the process of storing the special material is maintained through the phase-change microcapsule heat-insulating layer, and the special material is stored in an isolated way, when the temperature detection layer around the special material storage module monitors that the boundary temperature fluctuation of the special material storage module exceeds a preset threshold range, the conversion channel is opened, the standby phase-change microcapsules enter the heat insulation layer for replacement, meanwhile, the electric temperature control device starts to carry out heat storage/release exchange on the newly-entered standby phase-change microcapsules according to the phase-change temperature required by the special material;
the operation conditions of all platforms in the process of managing and controlling the transportation of special materials are monitored by a supervision module, the supervision module directly controls the on-off module to stop supplying energy when abnormal conditions occur, and energy can be supplied again only under the authorization and control of the external central control system; the security module is used for physically isolating and monitoring the special material, the database, the AI calculation module, the quantum communication module and the quantum encryption module and providing effective defense force, when the security module monitors illegal transfer or violent damage of the special innovative material, the security module starts a self-destruction program to ensure that the special material fails, when the special material reaches a preset place, the authenticity identification module is used for checking the special material completing the transportation process, and innovator can obtain the special material after the checking is passed, so that the transportation process is completed.

1. A storage and transportation device for special materials is characterized by comprising a packaging and transportation platform, an information processing platform, an information sharing platform, an energy supply platform and a supervision and security platform;
the packaging and transporting platform is used for realizing stable storage, metering and packaging of special materials and directional transportation after receiving innovation requirements and comprises a packaging and metering module and the special materials; packaging and insulating the special material through a packaging metering module, and updating the quality and temperature conditions of the special material in general data of a database in real time;
the information processing platform is used for realizing reservation recording and danger assessment of innovation requirements and performing qualification examination and authenticity identification on innovation personnel of a receiver, and comprises an AI computing module, a database, a quantum encryption module, a qualification examination module and an authenticity identification module; the database comprises general data and special data, wherein the general data is data which can be disclosed, and the special data is data information which can only be provided for innovation personnel who propose innovation requirements; after receiving the innovation demand, the AI computing module compares the innovation demand with potential danger information stored in a common material, sets a threshold value for the danger coefficient, rejects the innovation demand higher than the threshold value, and controls the quantum encryption module to generate a quantum key to provide the quantum key for innovation personnel who propose the innovation demand through the innovation demand lower than the threshold value; the qualification examination module compares the key provided by the innovation staff with the key stored in the special data, controls the energy supply module of the energy supply platform to supply energy to start transportation when the comparison is consistent, and interrupts the transportation process when the comparison is inconsistent; the authenticity identification module compares the special materials stored in the packaging and metering module with the materials required by the innovation demand, the materials with consistent contrast are provided for the innovation demand, the transportation is finished, and when the contrast is inconsistent, the transportation process is interrupted;

the information sharing platform is used for communicating and sharing all general data in the transportation and storage process with a block chain network, updating and uploading special data with an external central control system and comprises a block chain module, a quantum communication module and a positioning module; the block chain module establishes the relation between the general data in the database and the block chain, and the quantum communication module realizes the communication relation among the special data, the quantum encryption module, the qualification review module, the external central control system and the innovation personnel; the positioning module is used for realizing real-time positioning in the transportation process;
the block chain module is used for uplink of general information which can be disclosed; the quantum communication module realizes high-speed and secret transmission synchronization of special data among the quantum encryption module, the database, the qualification review module, the external central control system and innovation personnel, the quantum communication module receives a quantum key from the quantum encryption module and stores the key in the special data in the database, the innovation personnel access the qualification review module through the quantum communication module to perform qualification review, and the special data in the database is kept synchronous with the external central control system in real time through the quantum communication module; the positioning module realizes real-time positioning of the special material storage and transportation device in the transportation process;
the supervision security platform carries out monitoring and comprises a supervision module, an on-off module and a security module; the supervision module monitors the information sharing platform, the packaging and transporting platform, the information processing platform, the energy supply platform, the on-off module and the security module; the on-off module directly controls the on-off of energy supplied by the energy supply module of the energy supply platform; the security module provides protection for the database and the packaging metering module;
the monitoring module is used for monitoring the running condition of each platform in the process of managing and controlling the transportation of special materials, when abnormal conditions occur, the monitoring platform directly controls the on-off module to stop supplying energy, and the energy can be supplied again only under the authorization and control of the external control system; the security module is used for physically isolating and monitoring the special material, the database, the AI computing module, the quantum communication module and the quantum encryption module, and when the security module monitors illegal transfer or violent damage of the special material, the security module starts a self-destruction program to enable the special material to be invalid;
the energy supply platform is used for providing energy required by the storage and transportation device and comprises an energy supply module and a power module; the energy supply module is used for providing energy required by the normal operation of the packaging transportation platform, the information processing platform, the information sharing platform and the supervision security platform; the power module is used for providing power energy needed by the storage transportation device in the transportation process.

The storage and transportation device according to claim 1, wherein the encapsulation and metering module comprises a special material storage module, a phase-change microcapsule insulation layer, a temperature detection layer, a standby phase-change microcapsule, a conversion channel and an electric control temperature device, wherein the special material storage module is used for encapsulation and metering of special materials; the phase change microcapsule heat insulation layer is used for maintaining the temperature required in the process of storing the special material, covers the periphery of the special material storage module and stores the special material in an isolated manner; the temperature detection layer is arranged between the phase change microcapsule heat insulation layer and the special material storage module, and a plurality of high-precision thermocouple measuring points are arranged in the middle of the temperature detection layer and used for monitoring the boundary temperature of the special material storage module in real time; the standby phase-change microcapsule is used for replacing the phase-change microcapsule heat-insulating layer; the conversion channel is connected with the phase change microcapsule heat insulation layer and the standby phase change microcapsules and is used for opening when the temperature fluctuation monitored by the temperature detection layer exceeds a preset threshold range to replace the phase change microcapsules; the heating part of the electric temperature control device is arranged in the standby phase-change microcapsules, and the standby phase-change microcapsules are subjected to heat storage/release exchange according to the phase-change temperature required by the special material.
3. A method for storing and transporting a storage and transportation device for special materials according to claim 2, wherein:
firstly, innovators put forward innovation requirements, an AI computing module is delivered for evaluation, the influence and risk of scientific and technological innovation activities generated by special materials based on appointment on the aspects of environment, ethics, society and safety are analyzed and evaluated according to the existing special material information in a database, the natural resource bearing limit, the ecological environment bearing limit, the social ethics bearing limit and the human survival bearing limit are taken as evaluation standards, the appointment requirements of the special materials which do not accord with the evaluation standards are rejected, and evaluation results are backed up to the database;
the AI computing module is controlled to generate general data and special data according to innovation requirements and store the general data and the special data into a database according to the innovation requirements, the general data are data which can be disclosed, all the general data are uploaded through a block chain module and are known by all innovation personnel, the special data are data information which can only be provided for the innovation personnel who provide the innovation requirements, and meanwhile, a quantum key is generated through a quantum encryption module and is provided for the innovation personnel for identity verification; on one hand, quantum key information generated by the quantum encryption module is stored in special data through the quantum communication module, and on the other hand, the special data is synchronized with an external central control system in real time through the quantum communication module;
the innovation personnel access the qualification review module through the quantum communication module to apply for starting special material transfer, the qualification review module reviews identity of the innovation personnel, if the quantum key provided by the innovation personnel is completely consistent with the quantum key provided by the quantum encryption module, the energy supply module is driven to have functions of packaging the metering module and the power module, transportation is started, and if the quantum key provided by the innovation personnel is not consistent with the quantum key, the transportation process is interrupted, and the innovation personnel cannot obtain special materials required by innovation requirements;
in the transportation process, the special materials are packaged through the packaging and metering module, the flow direction of the materials is tracked, the temperature required in the storage process of the special materials is maintained through the phase-change microcapsule heat-insulating layer, and the special materials are stored in an isolated mode; when the temperature detection layer around the special material storage module monitors that the boundary temperature fluctuation of the special material storage module exceeds a preset threshold range, taking out the phase change microcapsules in the original phase change microcapsule heat insulation layer, filling the standby phase change microcapsules into the phase change microcapsule heat insulation layer through a conversion channel, filling the original phase change microcapsules taken out of the phase change microcapsule heat insulation layer into the standby phase change microcapsules, and starting to carry out storage/heat release exchange on the newly-entered standby phase change microcapsules according to the phase change temperature required by the special material through an electric temperature control device;
the supervision module monitors the operation conditions of all other platforms in the process of managing and controlling the transportation of the special materials, when abnormal conditions occur, the supervision platform directly controls the on-off module to stop supplying energy to all the platforms, and the supervision module can control the on-off module to supply energy again only under the authorization and control of the external central control system; the security module is used for physically isolating and monitoring the special material, the database, the AI calculation module, the quantum communication module and the quantum encryption module, and when the security module monitors illegal transfer or violent damage of the special material, the security module starts a self-destruction program to enable the special material to be invalid; when the special material arrives at the preset place, the special material completing the transportation process is checked through the authenticity identification module, and innovation personnel can obtain the special material after the check is passed, so that the transportation process is completed.
