The preparation method comprises the following specific steps: adding water, chlorine dioxide, sodium carbonate, sodium dihydrogen phosphate and polyvinyl alcohol into a reaction kettle, stirring and reacting for 1 hour respectively, and then purifying and reacting to obtain the product. The activation-free pure chlorine dioxide solution and the preparation method thereof provided by the invention have the advantages of simple preparation method, no pollution to the environment, safe use, and capability of killing all microorganisms including bacterial propagules, bacterial spores, fungi, mycobacteria, viruses and the like, and the bacteria can not generate drug resistance.
