Background
The mobile communication network is composed of a terminal, a base station and a core network, wherein: the terminal mainly comprises a mobile phone and other Internet of things equipment which are used by a person; the base station is mainly responsible for accessing the terminal to a mobile communication network in a wireless mode and connecting the terminal to a core network; the core network is mainly responsible for access authentication, authorization and charging of users, and provides a channel for accessing the internet or other data networks.
A mobile phone in a mobile network has three types of identities.
Mobile phone number: the number used by the mobile phone user is the number that the calling user needs to dial when the user is called.
International Mobile Subscriber Identity (IMSI), is an Identity that does not repeat in all cellular networks to distinguish between different subscribers in a cellular network. The identity is stored in the SIM card of the mobile phone and the core network, can be used by the network for access authorization, authentication and charging for the user, and can uniquely identify the user. The IMSI is not visible to the handset user.
Temporary mobile subscriber identity: in order to avoid the listener identifying and tracking a particular subscriber, most communications between the handset and the network use a randomly generated Temporary Mobile Subscriber Identity (TMSI) instead of the IMSI.
With the increase of the popularization rate of the social mobile phones, almost people use the mobile phones, and with the occurrence of various public health events, how to quickly find out the close contact person of the diagnosed patient with infectious diseases becomes an important problem for epidemic prevention and control. The mobile communication network determines whether the user is likely to be exposed to the epidemic situation diagnosis case according to the historical track (base station cell or provincial level range) of the mobile phone of the user. The coverage range of the base station cell is wide (can reach hundreds of meters to kilometers), the positioning accuracy is poor, so that the possibility of false alarm and missed alarm exists, the accuracy is poor, and the range of close contacts needs to be narrowed by combining other modes such as public health epidemiology investigation and the like.

By using the method, the close contact person of the confirmed patient in the public health event can be accurately found, and the public health epidemic prevention capability and level of the society are improved.
