Abstract
The invention provides an enterprise project comparison and review method, which comprises the following steps: identifying and classifying enterprise patent files, identifying technical project content parts in the declaration files, and performing extraction storage; comparing the patent abstract content with the technical project content in the declaration file, and screening the correlation of the patent file through a preset threshold parameter to obtain an effective patent; comparing the content of the claims in the irrelevant patent documents with the content of the technical project in the declaration documents again, and if the comparison meets the requirements, bringing the content into the category of the effective patents; and calculating the scores of the screened effective patents according to the classification condition and the quantity of the patents to obtain the final scores of the patent contents of the enterprises.
Description
Technical Field
The invention relates to the technical field of technical literature identification and comparison, in particular to a method for comparing and reviewing enterprise projects and patent technologies in high and new enterprise declaration.
Background
The scientific and technological type enterprises in China are in a rapid development stage, a series of supporting policies are formulated in order to provide a better scientific and technological market environment and encourage the enterprises to research and develop scientific research projects with independent intellectual property rights, the policies comprise high-salary enterprise approval and the like, tax deduction and exemption can be enjoyed, fund subsidy can be enjoyed, convenient conditions are created for the development of enterprises on the market and the like, meanwhile, the scientific and technological projects with independent intellectual property rights are also the fundamental basis for attracting investors to invest in capital investment, and the intellectual property right condition description of the enterprises cannot be rarely declared for the declaration of some scientific and technological projects.

and fifthly, calculating the scores of the effective patents screened in the third and fourth steps according to the patent classification conditions and the number in the first step to obtain the final scores of the patent contents of the enterprises.
The classifying of the patent documents in the first step includes classifying the patent categories and classifying the patent states.
The file identification in the first step and the file identification in the second step are specifically implemented by adopting an OCR technology, firstly inputting an image or a character by using a scanner, and carrying out binarization, noise reduction and inclination correction on the input image or character.
And the patent abstract content in the third step is high-frequency words or data parameters which are identified and extracted through a patent entry file.
The content of the claims in the patent document in the fourth step is high-frequency words or data parameters extracted through the recognition of the patent entry document.
And calculating the patent score in the fifth step, specifically, setting different basic scores according to the categories of the effective patents, multiplying and summarizing the patent quantity according to the different categories, wherein the obtained total score can be divided into two conditions, the final score is recorded by using the actual score when the total score is lower than a preset full score value, and the final score is recorded by using the preset full score value when the obtained score is larger than or equal to the preset full score value.
Also includes a copyright quantity information scoring system.

Detailed Description
As shown in fig. 1, an enterprise project comparison and review method includes the following steps:

fourthly, comparing the claim content in the irrelevant patent file judged in the third step with the technical project content in the declaration file again, carrying out secondary confirmation, and if the comparison meets the requirements, bringing the contents into the effective patent category to prevent the verification and the disclosure;
and fifthly, calculating scores of the effective patents screened in the third and fourth steps according to the classification condition and the number of the patents in the first step to obtain final scores of the patent contents of the enterprise, and performing score summarizing calculation through statistics of preset scores and the number of the patents of different classes.
The classification of the patent documents in the first step includes classification of patent categories and classification of patent states, where the classification mainly distinguishes whether a patent is an invention, an invention or an appearance, and whether an invention patent is authorized, and is prepared for making a basis for scoring a subsequent patent.

The system also comprises a copyright number information scoring system which can manually input the copyright number of the enterprise and carry out score combination calculation with patent conditions to finally obtain the intellectual property score condition of the enterprise.
The specific comparison mode in the invention can also be that high-frequency phrases and/or phrase combinations appearing in the abstract, the claim and the specification in the patent document are sequenced from at least to a few times according to the appearance times to form a first high-frequency phrase sequencing and sequencing range; calculating the ratio of the occurrence times of the sequenced high-frequency phrases and/or phrase combinations to form a first high-frequency phrase ratio and a ratio range; sequencing high-frequency phrases and/or phrase combinations appearing in the text of the declared technical content from at least more than one according to the appearance times to form a second high-frequency phrase sequencing and sequencing range; calculating the ratio of the occurrence times of the sequenced high-frequency phrases and/or phrase combinations to form a second high-frequency phrase ratio and a ratio range; and comparing whether the second high-frequency phrase sequencing is similar to the first high-frequency phrase sequencing according to the set sequencing range and a sequencing comparison threshold, and if so, obtaining an effective patent.
