The invention provides a performance warning mechanism and a device, wherein the performance warning mechanism comprises the following components: determining key index data of network element equipment; after the key index data of the network element equipment exceeds the normal interval, comparing the key index data of the network element equipment with the multistage abnormal key index interval; and determining the alarm level of the network element equipment.
