The invention has small occupied area and realizes the quick separation of clear water and flocculation precipitation after the flocculation of the black and odorous water body; and the flocculation precipitation is not required to be cleaned after the water is discharged, and the cost of transferring and converting the flocculation precipitation is low.

10. The black and odorous water body treatment device according to claim 1, wherein a counter weight ring (21) is fixed to a lower portion of the water separation bag (1).
