s1: crushing solid sea salt nicotine, namely putting solid sea salt nicotine blocks into the inner cylinder body from the second feeding pipe, and driving the stirring and crushing assembly to rotate at a low speed through a driving motor to stir and crush the solid sea salt nicotine blocks, wherein the stirring and crushing time is not less than 10 min;
s2: adding a dissolving solution into the inner cylinder body from a first feeding pipe;
s3: preliminary stirring, namely driving a stirring crushing component to rotate at a low speed through a driving motor, and mixing and stirring the crushed solid sea salt nicotine blocks and the dissolving solution for 20-30 min;
s4: and (3) stirring again, wherein the stirring crushing component is driven to rotate at a high speed by a driving motor, and the inner cylinder body is heated by opening a far infrared heating plate, and the stirring time is 15-20 min.
