s3: when the outer cover (41) is jacked, the outer wall of the outer cover (41) scrapes the inner pipe wall of the drainage pipeline, so that the plugs on the inner pipe wall of the drainage pipeline are scraped off, and the scraped plugs fall into sewage in the drainage pipeline under the action of the gravity of the plugs, thereby realizing the cleaning process of the plugs adhered to the inner wall of the drainage pipeline;
