step 2: after the field worker obtains the permission of the dispatching center, the field worker rotates and shifts a hard pressing plate in a locking AVC control loop upwards and clockwise, after the hard pressing plate is successfully put on, the locking AVC control loop transmits an AVC exit application signal to a public measurement and control device, the public measurement and control device transmits the AVC exit application signal to the dispatching control center through an information transmission system, the dispatching control center automatically exits the AVC through an AVC control system and transmits an AVC exit state signal to the public measurement and control device through the information transmission system, and the public measurement and control device transmits the AVC exit state signal to the locking AVC control loop;
and step 3: the method comprises the following steps that a worker checks background monitoring, and the background monitoring generates an alarm event that an AVC system is quitted;
and 4, step 4: the staff checks an AVC state indicator light on the public measurement and control screen, and the indicator light is changed from red to green;
and 5: the staff contacts the scheduling center and confirms that the AVC system exits;
step 6: the staff presses the 'entrance guard exit' button on the public measurement and control screen;
and 7: the staff checks that the public measurement and control screen 'entrance guard state' indicator light changes from red to green;
and 8: the staff opens the door of the switch room and enters;
(2) the method comprises the following operation steps when needing to be put into the AVC system:
step 1: people leave the switch room and close the gate of the switch room;
step 2: a worker applies for the AVC system to a dispatching center by a telephone;
and step 3: after the field worker obtains the permission of the dispatching center, the field worker rotates downwards and anticlockwise to shift a hard pressing plate in a locking AVC control loop, after the hard pressing plate is successfully disconnected, the locking AVC control loop transmits an AVC input application signal to a public measurement and control device, the public measurement and control device transmits the AVC input application signal to the dispatching control center through an information transmission system, the dispatching control center automatically inputs AVC through an AVC control system and transmits an AVC input state signal to the public measurement and control device through the information transmission system, and the public measurement and control device transmits the AVC input state signal to the locking AVC control loop;
and 4, step 4: the method comprises the following steps that a worker checks background monitoring, and the background monitoring returns an alarm event that 'the AVC system exits';
and 5: the staff checks an AVC state indicator light on the public measurement and control screen, and the indicator light changes from green to red;
step 6: the staff checks that the public measurement and control screen 'entrance guard state' indicator lamp is changed into red, and at the moment, an electromagnet arranged on the opening and closing room door locks the opening and closing room door to prevent the staff from entering;
and 7: the staff contacts the scheduling center and confirms that the AVC system is put into use;
(3) if an emergency situation exists in the switch room, the operation steps of immediately entering the switch room are as follows:
step 1: taking down the protective cover of the emergency door opening equipment;
step 2: pressing the emergency door opening button of the large door of the switch room;
and step 3: the gate is opened.

a public measurement and control device and a locking AVC control loop (9) are arranged on the public measurement and control screen; a hard pressure plate (10) is arranged on the locking AVC control loop (9);
and exiting AVC: after the hard pressing plate (10) is closed, an AVC exit application signal is generated; the AVC locking control loop (9) transmits an AVC exit application signal to the public measurement and control device (5), the public measurement and control device (5) transmits the AVC exit application signal to the dispatching control center through the information transmission system, the dispatching control center automatically exits AVC through the AVC control system and transmits an AVC exit state signal to the public measurement and control device through the information transmission system, the public measurement and control device transmits the AVC exit state signal to an AVC exit state switch node of the access control system, the access control system closes an AVC exit state switch according to the AVC exit state signal, the access control system closes an exit confirmation switch according to an access exit button pressed by a field worker, and a switch room gate is automatically opened;
and (4) AVC (automatic voltage control): the AVC input application signal is generated after the hard pressing plate (10) is disconnected; the AVC input application signal is transmitted to the public measurement and control device (5) by the locking AVC control loop (9), the AVC input application signal is transmitted to the dispatching control center by the public measurement and control device (5) through the information transmission system, the dispatching control center automatically inputs AVC through the AVC control system and transmits the AVC input state signal to the public measurement and control device through the information transmission system, the public measurement and control device transmits the AVC input state signal to an AVC exit state switch node of the access control system, the access control system disconnects the AVC exit state switch according to the AVC input state signal, and a switch room gate is automatically closed.
2. An AVC state controlled access control system according to claim 1,
a terminal processing device is also arranged in the public measurement and control device; the terminal processing device is a hardware driving interface on the common measurement and control device; the hardware driving interface is used for receiving and converting an AVC state signal in real time and transmitting the AVC state signal to the locking AVC control loop; the AVC status signal is either an AVC exited status signal or an AVC entered status signal.
3. An AVC state controlled access control system according to claim 1,
the lockout AVC control loop includes: the system comprises a hard pressing plate, a relay, an entrance guard state indicator lamp, an AVC state indicator lamp and an entrance guard exit control button;
the hard pressing plate, the relay, the entrance guard state indicator lamp, the AVC state indicator lamp and the entrance guard exit control button are all installed on the public measurement and control screen.
4. The AVC state controlled access control system of claim 1, further comprising a switch room gate and an LED display screen installed on the switch room gate;
the access control system comprises a control mainboard and an access control device; the control mainboard is installed in the LED screen of switch room gate, entrance guard's device is installed on the door frame at switch room gate, the control mainboard is used for controlling entrance guard's device and comes shutting or open the switch room gate.

The AVC state-controlled access control system of claim 4, wherein components are welded on said control motherboard; the component includes: the device comprises a singlechip, a temperature and humidity sensor, an audio player, an infrared human body sensor and a wiring terminal; the connection terminal includes: signal transmission binding post, speech control binding post, entrance guard control binding post.
6. An AVC state controlled access control system according to claim 4 in which the access control means is an electromagnet.
7. The AVC state controlled access control system of claim 4, further comprising an emergency door opening button mounted on a wall outside the large door of the switch room, wherein the emergency door opening button is used for opening the large door of the switch room in case of emergency.
8. An AVC state controlled access control system according to claim 1,
the information transmission system comprises a central switch and a telecontrol device; the telemechanical device is used for signal transmission and control.

and 4, step 4: the staff checks an AVC state indicator light on the public measurement and control screen, and the indicator light is changed from red to green;
and 5: the staff contacts the scheduling center and confirms that the AVC system exits;
step 6: the staff presses the 'entrance guard exit' button on the public measurement and control screen;
and 7: the staff checks that the public measurement and control screen 'entrance guard state' indicator light changes from red to green;
and 8: the staff opens the door of the switch room and enters;
(2) the method comprises the following operation steps when needing to be put into the AVC system:
step 1: people leave the switch room and close the gate of the switch room;
step 2: a worker applies for the AVC system to a dispatching center by a telephone;
and step 3: after the field worker obtains the permission of the dispatching center, the field worker rotates downwards and anticlockwise to shift a hard pressing plate in a locking AVC control loop, after the hard pressing plate is successfully disconnected, the locking AVC control loop transmits an AVC input application signal to a public measurement and control device, the public measurement and control device transmits the AVC input application signal to the dispatching control center through an information transmission system, the dispatching control center automatically inputs AVC through an AVC control system and transmits an AVC input state signal to the public measurement and control device through the information transmission system, and the public measurement and control device transmits the AVC input state signal to the locking AVC control loop;
