A method for treating urban black and odorous water comprises the following steps:
1) drainage: conducting whole or partial drainage on the black and odorous water body according to the water quantity and the pollution degree of the urban rivers;
2) filtering by a mechanical grid: filtering large particle solid suspended matters in the drained black and odorous water body through a mechanical grid;
3) coagulation and separation treatment: adding a coagulant into the water filtered by the mechanical grating, introducing the sewage into a settling channel, separating upper clear water, lower muddy water and bottom sludge at the tail end of the settling channel, performing oxygenation treatment on the upper clear water, then refluxing to an urban river, discharging the bottom sludge into a sludge pond, and introducing the lower muddy water into a secondary treatment pond;
4) coagulation treatment of ionized ion groups: introducing water entering a secondary treatment tank into an ionized ion group treatment device, controlling the voltage of the ionized ion group treatment device by an automatic control system according to water quality data, performing physicochemical strengthening treatment on a water body, introducing sewage into a coagulating sedimentation tank, adding a coagulant for coagulation reaction, introducing the sewage into a rapid sedimentation tank for mud-water separation, performing special-effect oxygenation treatment on the separated water, then refluxing to a town river, and discharging sludge into a sludge tank;

3) coagulation and separation treatment: adding a coagulant into the water filtered by the mechanical grating, introducing the sewage into a settling channel, separating upper clear water, lower muddy water and bottom sludge at the tail end of the settling channel, performing oxygenation treatment on the upper clear water, then refluxing to an urban river, discharging the bottom sludge into a sludge pond, and introducing the lower muddy water into a secondary treatment pond;
4) coagulation treatment of ionized ion groups: introducing water entering a secondary treatment tank into an ionized ion group treatment device, controlling the voltage of the ionized ion group treatment device by an automatic control system according to water quality data, performing physicochemical strengthening treatment on a water body, introducing sewage into a coagulating sedimentation tank, adding a coagulant for coagulation reaction, introducing the sewage into a rapid sedimentation tank for mud-water separation, performing special-effect oxygenation treatment on the separated water, then refluxing to a town river, and discharging sludge into a sludge tank;
5) sludge treatment: microbial agents are added into the sludge in the sludge tank to decompose malodorous substances, and the treated sludge is dried and recycled.

The method for treating the urban black and odorous water body according to claim 1, wherein the front end of the settling channel is provided with a baffle plate, and the baffle plate enables sewage to be fully mixed and reacted with a coagulant in a water inlet tank; an inclined pipe is arranged at the rear end of the settling channel; the length of the settling channel is 100-500 m.
3. The method for treating the urban black and odorous water body according to claim 1, wherein the oxygen increasing treatment in the step 3) is carried out by using a microporous ozone aeration treatment tank for increasing oxygen.

The method for treating the black and odorous water in the town according to claim 1, wherein the specific oxygenation treatment specifically comprises: the method comprises the steps of carrying out online detection on the water quantity and dissolved oxygen of effluent, transmitting detection data into an automatic control system, introducing the detected effluent into an ion bar treatment system, controlling a high-voltage electric field of the ion bar by the automatic control system according to the water quantity to carry out physical strengthening treatment, introducing sewage into a microporous ozone aeration treatment tank, controlling an ozone generator by the automatic control system according to the water quantity to carry out oxygenation treatment on a water body, and refluxing the effluent of the microporous ozone aeration treatment tank to a town river.
5. The method for treating the black and odorous water in the town as claimed in claim 1, wherein the ratio of the drainage water amount to the black and odorous water amount in the town in step 1) is 1: 1 to 10.

The method for treating the black and odorous water in the town as claimed in claim 1, wherein the mechanical grating in the step 2) is one of an arm type grating machine, a chain type grating machine, a steel rope type grating machine and a rotary type grating machine, and the gap between the grating bars is 3-20 mm.
7. The method for treating urban black odorous water according to claim 1, wherein the coagulant in step 3) is a mixture of polyacrylamide and at least one of polyaluminum chloride, polyaluminum ferric chloride and aluminum sulfate.

The method for treating black and odorous water in cities and towns according to claim 1, wherein the coagulant in step 3) is added in an amount of Q coagulant (f coagulant and Q water), wherein f coagulant (20 + BZ turbidity), B is coefficient and has a value of 0.5-1.5, Z turbidity is turbidity of water discharged from a mechanical grid, and f coagulant unit is g/m3Q water is water flow with unit of m3H; the amount of the polyacrylamide in the step 3) is 1-20 g/m3
