Abstract
The invention relates to an electric power emergency disposal system for dangerous chemical accidents, which comprises an accident monitoring system, an accident early warning system, an information platform system and a command system, wherein the systems work cooperatively according to different stages of accidents, and when an accident occurs, the monitoring system monitors physical parameters of the dangerous chemical accident and operation parameters of an electric power system; the accident early warning system judges the accident grade according to the information of the monitoring system and sends out accident early warning information according to the judgment result; the information platform system is connected with the accident monitoring system, the accident early warning system and the command system, basic information of hazardous chemicals, the electric power system, emergency rescue equipment and personnel is stored in the information platform system, decision basis is provided for the command system according to the judgment result of the accident level and the basic information, and the command system is used for commanding the rescue equipment and the personnel to carry out emergency disposal.

Technical Field
The invention relates to the field of emergency disposal systems, in particular to an electric power emergency disposal system for dangerous chemical accidents.
Background
China has become a large country for producing and using dangerous chemicals. At present, the structure and the mode are changed from the gold development period of ten years to the adjustment, the elimination and the optimization of the layout, and the contradiction between the urban safety development and the chemical industry development is obvious. Furthermore, the information platform system also comprises an emergency area division subsystem, which is used for calculating and dividing an emergency safety area and a dangerous area in an accident development stage; and the path planning subsystem sets an optimal evacuation path for people according to the planned safe area and the dangerous area.
Furthermore, the command system also comprises a communication subsystem for commanding the communication equipment to contact with the outside; and the remote control subsystem can remotely control the power grid and carry out power failure or power restoration according to the real-time evaluation result of the accident.
Compared with the prior art, the method fully considers the damage of the accident to the power equipment, the control of the power grid, the evacuation of personnel, emergency command and other aspects in the accident treatment of the hazardous chemical substances. Can more comprehensively and reasonably deal with dangerous chemical accidents, and greatly reduce the accident loss.

The information platform system stores basic information such as hazardous chemical substances, an electric power system, emergency rescue equipment, personnel, terrain and the like, and provides decision basis for the command system according to the judgment result of the accident level and the basic information. The information platform system also comprises an emergency area division subsystem 7 which is used for calculating and dividing an emergency safety area and a dangerous area in an accident development stage; and the path planning subsystem 8 sets an optimal evacuation path for people according to the defined safe area and the defined dangerous area.
The command system 5 is used for commanding rescue equipment and personnel to perform emergency treatment, and comprises a communication subsystem 9 for commanding communication equipment to contact with the outside, such as allocation of materials and personnel; and a remote control subsystem 10, which can remotely control the power grid, and carry out power failure or power restoration according to the real-time evaluation result of the accident.
In the hazardous chemical substance accident treatment, the method fully considers the aspects of the damage of the accident to the power equipment, the power grid control, the personnel evacuation, the emergency command and the like. Can more comprehensively and reasonably deal with dangerous chemical accidents, and greatly reduce the accident loss.
