本申请实施例提供了一种无线通信的方法、网络设备和终端设备,网络设备通过下行控制信息格式DCI Format隐式指示资源调度模式和/或参考信号传输模式,避免了通过控制信令指示而产生的控制信令开销,降低了终端设备的操作复杂度和能耗。该方法包括:采用多种下行控制信息格式DCI Format中的第一DCI Format向终端设备发送下行控制信息DCI;采用该第一DCI Format对应的资源调度模式传输数据信道。
