After the user identification is confirmed by the monitoring module 2 through the first wireless communication interface 211 each time, the monitoring module 2 reports to a related information center through the vehicle-mounted terminal module 3, and when the user leaves, the related information center also receives a state information report of the monitoring module 2 about the user leaving and fortification.
