the civil air defense end module identifies and decodes the third image according to a second protocol to obtain fifth civil air defense warning data; encoding the fifth civil air defense warning data according to the first protocol to generate sixth civil air defense warning data; sending sixth civil air defense warning data;
the access controller receives and decodes the sixth civil air defense warning data according to the first protocol to obtain fifth civil air defense warning data; recoding the fifth civil air defense warning data to generate seventh civil air defense warning data used for sending to the civil air defense warning system.

the access controller receives and decodes the sixth civil air defense warning data according to the first protocol to obtain fifth civil air defense warning data; the corresponding alarm terminal is addressed according to the feature code of the alarm terminal contained in the fifth civil air defense alarm data,
if the access controller addresses the corresponding alarm terminal, the access controller recodes fifth civil air defense alarm data to generate seventh civil air defense alarm data to the corresponding alarm terminal; sending the seventh civil air defense warning data to the corresponding warning terminal;
if the access controller does not address the corresponding alarm terminal, the access controller temporarily stores fifth people air defense alarm data, and continues to address the corresponding alarm terminal according to the feature code of the alarm terminal contained in the fifth people air defense alarm data until the access controller addresses the corresponding alarm terminal, and the access controller recodes the fifth people air defense alarm data to generate seventh people air defense alarm data to the corresponding alarm terminal; sending the seventh civil air defense warning data to the corresponding warning terminal;

the access controller receives and decodes the first civil air defense warning data output by the civil air defense warning system and outputs third civil air defense warning data;
the civil air defense end module receives and decodes the third civil air defense warning data, and generates and displays a first image;
the Guassian end module identifies and decodes the first image, generates and reports fourth people's anti-alarm data to an early warning information server, obtains or generates first people's anti-alarm feedback data corresponding to reporting result information of the fourth people's anti-alarm data, and generates and displays a second image;
the civil air defense end module identifies and decodes the second image and outputs third civil air defense alarm feedback data;
and the access controller receives and decodes the third civil air defense alarm feedback data and generates fourth civil air defense alarm feedback data used for being sent to a civil air defense alarm system.
2. The information reporting method of the emergency early warning system based on the civil air defense warning system as claimed in claim 1, comprising the steps of:
the access controller receives and decodes first civil air defense warning data output by the civil air defense warning system, acquires and encodes second civil air defense warning data according to a first protocol, and generates and outputs third civil air defense warning data;
the civil air defense end module receives and decodes the third civil air defense warning data according to the first protocol, acquires and codes the second civil air defense warning data according to the second protocol, and generates and displays a first image;
the Guassian end module identifies and decodes the first image according to a second protocol, acquires and encodes second people's air defense warning data according to a third protocol, generates and reports fourth people's air defense warning data to an early warning information server, acquires or generates first people's air defense warning feedback data corresponding to reporting result information of the fourth people's air defense warning data, encodes the first people's air defense warning feedback data according to the second protocol, and generates and displays a second image;
the civil air defense end module identifies and decodes the second image according to a second protocol, acquires and encodes second civil air defense alarm feedback data according to a first protocol, and acquires and outputs third civil air defense alarm feedback data;
and the access controller receives and decodes the third civil air defense alarm feedback data according to the first protocol, acquires and recodes the second civil air defense alarm feedback data, and acquires fourth civil air defense alarm feedback data for sending to a civil air defense alarm system.

The information reporting method of the emergency early warning system based on the civil air defense warning system as claimed in claim 2, wherein the civil air defense warning system comprises a warning controller, an input module, an output module and a warning terminal, and before the access controller receives the first civil air defense warning data output by the civil air defense warning system, the method comprises the following steps: the input module inputs first civil air defense warning information, the warning controller encodes the first civil air defense warning information and second civil air defense warning information, and outputs first civil air defense warning data, wherein the first civil air defense warning information comprises a feature code of a warning terminal, a warning type and warning issuing time, and the second civil air defense warning information comprises a feature code corresponding to equipment for inputting the first civil air defense warning information;
when the national outburst end module encodes the first civil defense warning feedback data according to a second protocol, second civil defense warning information is encoded to generate a second image;

the national outburst terminal module monitors and downloads fourth civil defense warning data newly added in the early warning information server, decodes the fourth civil defense warning data according to a third protocol, obtains and re-encodes fifth civil defense warning data according to a second protocol, and generates and displays a third image;
the civil air defense end module identifies and decodes the third image according to a second protocol, acquires and encodes fifth civil air defense alarm data according to a first protocol, and generates and sends sixth civil air defense alarm data;
and the access controller receives and decodes the sixth civil air defense warning data according to the first protocol, acquires and recodes the fifth civil air defense warning data, and generates seventh civil air defense warning data for sending to a civil air defense warning system.

The information issuing method of the emergency early warning system based on the civil air defense warning system as claimed in claim 5, wherein the civil air defense warning system comprises a warning controller, a communication module and a warning terminal, and after the access controller sends the seventh civil air defense warning data, the method comprises the following steps:
