3. The method of claim 2, wherein the method further comprises: the method for commanding and scheduling the emergency comprises the following steps:
if the second time is later than the first time, the mobile terminal judges that the handover request comprises the power preference indication;
in response to determining that the power preference indication is included in the handover request, the mobile terminal does not resend the power preference indication to the second base station.
4. The method of claim 3, wherein the method further comprises: the method for commanding and scheduling the emergency comprises the following steps:
starting a timer by the mobile terminal after transmitting a power preference indication to the first base station, wherein a timeout time of the timer is specified to be greater than a time of an expected handover preparation procedure;
determining, by the mobile terminal, that the handover request does not include the power preference indication if the mobile terminal receives the handover command before the timer times out;
retransmitting, by the mobile terminal, the power preference indication to the second base station in response to determining that the power preference indication is not included in the handover request;
if the mobile terminal receives the handover command after the timer is overtime, the mobile terminal judges that the handover request comprises the power preference indication;
in response to determining that the power preference indication is included in the handover request, the mobile terminal does not resend the power preference indication to the second base station.
5. The method of claim 4, wherein the method comprises: the method for commanding and scheduling the emergency comprises the following steps:
if the power preference indication is included in the handover request, including, by the first base station, a notification in the handover command that a power preference indication has been forwarded to the second base station;
determining, by the mobile terminal, based on the handover command, whether a notification that a power preference indication has been forwarded to the second base station is included in the handover command;
retransmitting, by the mobile terminal, the power preference indication to the second base station if no notification to the power preference indication has been forwarded to the second base station is included in the handover command;
if the handover command includes a notification that a power preference indication has been forwarded to the second base station, the mobile terminal does not resend the power preference indication to the second base station.
6. A system for commanding and scheduling an emergency, comprising: the command scheduling system of the emergency comprises:
means for collecting emergency information by a mobile terminal, wherein the mobile terminal is communicating with the first base station, and the mobile terminal is capable of receiving reference signals transmitted by the first base station and a second base station;
means for transmitting, by the mobile terminal, a measurement report to the first base station based on reference signals transmitted by the first and second base stations, wherein the measurement report includes a first communication link quality between the mobile terminal and the first base station and a second communication link quality between the mobile terminal and the second base station;
means for determining, by the first base station, whether to hand over communication with the mobile terminal to the second base station based on the measurement report;
means for transmitting, by the first base station, a power preference indication request message to the mobile terminal;
means for transmitting, by the mobile terminal, a power preference indication to the first base station at a first time t1 in response to receiving the power preference indication request message; and
means for transmitting, by the first base station, a handover request to the second base station if the first base station determines to hand over communication with the mobile terminal to the second base station, wherein the power preference indication is included in the handover request if the first base station has received the power preference indication before transmitting the handover request, and the power preference indication is not included in the handover request if the first base station has not received the power preference indication before transmitting the handover request.
7. The incident command scheduling system of claim 6, wherein: the command scheduling system of the emergency comprises:
means for transmitting, by the second base station, a handover request acknowledgement to the first base station if the second base station determines that the second base station is capable of receiving a handover of the first base station;
means for transmitting, by the first base station, a handover command to the mobile terminal in response to receiving the handover request acknowledgement;
means for establishing, by the mobile terminal, an RRC connection with the second base station in response to receiving the handover command;
means for transmitting, by the mobile terminal, the emergency information to the second base station after successfully establishing the RRC connection with the second base station;
means for determining, by the mobile terminal, a second time t2 at which to send the measurement report to the first base station, and if the second time is earlier than the first time or the second time is the same as the first time, determining, by the mobile terminal, that the power preference indication is not included in the handover request;
means for retransmitting, by the mobile terminal, the power preference indication to the second base station in response to determining that the power preference indication is not included in the handover request.
8. The incident command scheduling system of claim 7, wherein: the command scheduling system of the emergency comprises:
means for determining, by the mobile terminal, that the handover request includes the power preference indication if the second time is later than the first time;
means for, in response to determining that the power preference indication is included in the handover request, the mobile terminal no longer resends the power preference indication to the second base station.
9. The incident command scheduling system of claim 8, wherein: the command scheduling system of the emergency comprises:
means for starting a timer by the mobile terminal after transmitting a power preference indication to the first base station, wherein a timeout time of the timer is specified to be greater than a time of an expected handover preparation procedure;
means for determining, by the mobile terminal, that the handover request does not include the power preference indication if the handover command is received by the mobile terminal before the timer times out;
means for retransmitting, by the mobile terminal, the power preference indication to the second base station in response to determining that the power preference indication is not included in the handover request;
means for determining, by the mobile terminal, that the handover request includes the power preference indication if the mobile terminal receives the handover command after the timer expires;
means for, in response to determining that the power preference indication is included in the handover request, the mobile terminal no longer resends the power preference indication to the second base station.
10. The incident command scheduling system of claim 9, wherein: the command scheduling system of the emergency comprises:
means for including, by the first base station, a notification in the handover command that a power preference indication has been forwarded to the second base station if the power preference indication is included in the handover request;
means for determining, by the mobile terminal, based on the handover command, whether a notification that a power preference indication has been forwarded to the second base station is included in the handover command;
means for retransmitting, by the mobile terminal, a power preference indication to the second base station if no notification that the power preference indication has been forwarded to the second base station is included in the handover command;
means for, if the handover command includes a notification that a power preference indication has been forwarded to the second base station, the mobile terminal no longer resends the power preference indication to the second base station.
