The invention provides a city control method and a system, wherein the city control method comprises the steps of acquiring monitoring information in a cell through various sensors arranged in the cell; transmitting the monitoring information of the cell to a city control center; analyzing the received monitoring information through an intelligent analysis scheduling system of a city control center and an appointed event processing flow, and generating an early warning event if the risk or the problem exists in a cell; and issuing the early warning event to a handheld terminal of a maintainer corresponding to the cell so that the maintainer can process the risk or problem of the cell. The invention has the beneficial effects that: centralized unified management of the monitoring information of the cell is realized, and the risk or problem existing in the cell is found in time; the management personnel at the upper level can find the problems of each cell in time, generate early warning events and issue the early warning events to the maintenance personnel of the cell, and handle the risks or the problems existing in the cell in time, so that the management efficiency of the cell is higher.
