In use, the pulling block 27 is pulled upwards to drive the movable rod 24 and the extrusion block 26 to move upwards, and then the textile cloth is placed on the top of the cushion block 28, then the pulling block 27 is released, the extrusion block 26 can be pushed to move downwards by the elastic force of the extension spring 25, the textile cloth on the surface of the cushion block 28 is clamped and fixed by the extrusion block 26, then the corners of the textile cloth are cut by the cutting device 10, during cutting, the crushing motor 16 and the suction fan 18 are switched on, the suction fan 18 drawing the air inside the collecting bin 11, so that the inside of the collecting box 11 generates a negative pressure, and then scrap materials generated during the cutting process are sucked into the inside of the collecting box 11 through the empty slot 12 and the feeding rail 13, after the scrap materials enter the inside of the collecting box 11, the waste material entering the collecting box 11 is crushed by rotating the rotating shaft 14 and the crushing blade 15 by the crushing motor 16.
