Claims (10)

1. A safety information management method based on an information management center is characterized in that: the safety information management method based on the information management center comprises the following steps:
collecting security-related messages by the mobile terminal;
establishing, by the mobile terminal, an RRC connection with a macro eNB;
determining, by the macro eNB, whether a small cell eNB needs to be added;
transmitting, by the macro eNB, a small cell eNB addition request to the small cell eNB if it is determined that the small cell eNB needs to be added;
configuring, by the small cell eNB, communication link resources for the mobile terminal in response to receiving the small cell eNB addition request;
transmitting, by the small cell eNB to the macro eNB, a small cell eNB addition acknowledgement message in response to completing the configuration of the communication link resources for the mobile terminal;
transmitting, by the macro eNB to the mobile terminal, an RRC reconfiguration message in response to receiving the small cell eNB addition confirmation message, wherein the RRC reconfiguration message comprises a control message for a small cell eNB;
in response to receiving the RRC reconfiguration message, transmitting, by the mobile terminal, an RRC reconfiguration complete message to the macro eNB and simultaneously establishing, by the mobile terminal, an RRC connection with the small cell eNB;
notifying, by the mobile terminal or the small cell eNB, the macro eNB of a random access success message in response to successfully establishing the RRC connection with the small cell eNB.
2. The security information management method based on the information management center according to claim 1, characterized in that: the safety information management method based on the information management center comprises the following steps:
transmitting, by the mobile terminal, the collected security-related messages to the macro eNB in response to successfully establishing the RRC connection with the small cell eNB;
transmitting, by the mobile terminal, the collected security-related messages to the small cell eNB in response to successfully establishing the RRC connection with the small cell eNB;
forwarding, by the macro eNB and the small cell eNB, the security-related message to an information management center.

The security information management method based on the information management center according to claim 2, characterized in that: notifying, by the mobile terminal or the small cell eNB, the macro eNB of the random access success message in response to successfully establishing the RRC connection with the small cell eNB, comprises:
determining, by the mobile terminal, whether the RRC reconfiguration message has been sent to the macro eNB;
generating, by the mobile terminal, an indication of successful establishment of an RRC connection with the small cell eNB if the RRC reconfiguration message has been sent to the macro eNB;
transmitting, by the mobile terminal, an indication of successful establishment of the RRC connection with the small cell eNB to the macro eNB.

The security information management method based on the information management center according to claim 3, characterized in that: the safety information management method based on the information management center further comprises the following steps: configuring, by the macro eNB, the mobile terminal such that the mobile terminal first establishes an RRC connection with the small cell eNB after receiving the RRC reconfiguration message, but does not send an RRC reconfiguration complete message to the macro eNB;
in response to successfully establishing the RRC connection with the small cell eNB, notifying, by the mobile terminal or the small cell eNB, the macro eNB of a random access success message specifically includes the steps of:
determining, by the mobile terminal, whether the RRC reconfiguration message has been sent to the macro eNB;
including, by the mobile terminal, an indication of successful establishment of an RRC connection with the small cell eNB in the RRC reconfiguration complete message if the RRC reconfiguration message was not sent to the macro eNB;
transmitting, by the mobile terminal, the RRC reconfiguration message to the macro eNB.
5. The security information management method based on the information management center according to claim 4, characterized in that: the safety information management method based on the information management center further comprises the following steps: configuring, by the macro eNB, the mobile terminal such that the mobile terminal sends, by the mobile terminal in response to receiving the RRC reconfiguration message, an RRC reconfiguration complete message to the macro eNB and, at the same time, establishes an RRC connection with the small cell eNB by the mobile terminal;
in response to successfully establishing the RRC connection with the small cell eNB, notifying, by the mobile terminal or the small cell eNB, a macro eNB of a random access success message specifically includes the steps of:
in response to successfully establishing the RRC connection with the small cell eNB, generating, by the small cell eNB, an indication of successful establishment of the RRC connection with the small cell eNB;
transmitting, by a small cell eNB to the macro eNB, an indication of successful establishment of an RRC connection with the small cell eNB; or
The safety information management method based on the information management center further comprises the following steps: configuring, by the macro eNB, the mobile terminal such that the mobile terminal sends, by the mobile terminal in response to receiving the RRC reconfiguration message, an RRC reconfiguration complete message to the macro eNB and, at the same time, establishes an RRC connection with the small cell eNB by the mobile terminal;
in response to successfully establishing the RRC connection with the small cell eNB, notifying, by the mobile terminal or the small cell eNB, the macro eNB of a random access success message specifically includes the steps of:
transmitting, by the mobile terminal, the security-related message to the small cell eNB in response to successfully establishing the RRC connection with the small cell eNB;
forwarding, by the small cell eNB, the security-related message to the macro eNB in response to receiving the security-related message;
determining, by the macro eNB, that the mobile terminal has successfully established an RRC connection with the small cell eNB in response to receiving the security-related message.
6. A safety information management system based on an information management center is characterized in that: the safety information management system based on the information management center comprises:
means for collecting security-related messages by a mobile terminal;
means for establishing, by the mobile terminal, an RRC connection with a macro eNB;
means for determining, by the macro eNB, whether a small cell eNB needs to be added;
means for transmitting, by the macro eNB, a small cell eNB addition request to the small cell eNB if it is determined that a small cell eNB needs to be added;
means for configuring, by the small cell eNB, communication link resources for the mobile terminal in response to receiving the small cell eNB addition request;
means for transmitting, by the small cell eNB to the macro eNB, a small cell eNB addition confirmation message in response to completing configuration of communication link resources for a mobile terminal;
means for transmitting, by the macro eNB, an RRC reconfiguration message to the mobile terminal in response to receiving the small cell eNB addition confirmation message, wherein the RRC reconfiguration message comprises a control message for a small cell eNB;
means for transmitting, by the mobile terminal, an RRC reconfiguration complete message to the macro eNB in response to receiving the RRC reconfiguration message, and simultaneously establishing, by the mobile terminal, an RRC connection with the small cell eNB;
means for notifying, by the mobile terminal or the small cell eNB, the macro eNB of a random access success message in response to successfully establishing the RRC connection with the small cell eNB.
7. The information management center-based security information management system according to claim 6, wherein: the safety information management system based on the information management center comprises:
means for transmitting, by the mobile terminal, the collected security-related messages to the macro eNB in response to successfully establishing the RRC connection with the small cell eNB;
means for transmitting, by the mobile terminal, the collected security-related messages to the small cell eNB in response to successfully establishing the RRC connection with the small cell eNB;
means for forwarding, by the macro eNB and the small cell eNB, the security-related message to an information management center.

The information management center-based security information management system according to claim 7, wherein: notifying, by a mobile terminal or the small cell eNB, a random access success message to the macro eNB in response to successfully establishing the RRC connection with the small cell eNB, comprises:
determining, by the mobile terminal, whether the RRC reconfiguration message has been sent to the macro eNB;
generating, by the mobile terminal, an indication of successful establishment of an RRC connection with the small cell eNB if the RRC reconfiguration message has been sent to the macro eNB;
transmitting, by the mobile terminal, an indication of successful establishment of the RRC connection with the small cell eNB to the macro eNB.

The information management center-based security information management system according to claim 8, wherein: the information management center-based security information management system further comprises: means for configuring, by a macro eNB, the mobile terminal such that the mobile terminal first establishes an RRC connection with the small cell eNB after receiving the RRC reconfiguration message, but does not send an RRC reconfiguration complete message to the macro eNB;
in response to successfully establishing the RRC connection with the small cell eNB, notifying, by the mobile terminal or the small cell eNB, a macro eNB of a random access success message specifically includes the steps of:
determining, by the mobile terminal, whether the RRC reconfiguration message has been sent to the macro eNB;
including, by the mobile terminal, an indication of successful establishment of an RRC connection with the small cell eNB in the RRC reconfiguration complete message if the RRC reconfiguration message was not sent to the macro eNB;
transmitting, by the mobile terminal, the RRC reconfiguration message to the macro eNB.

The information management center-based security information management system according to claim 9, wherein: the information management center-based security information management system further comprises: means for configuring, by the macro eNB, the mobile terminal such that the mobile terminal sends, by the mobile terminal to the macro eNB, an RRC reconfiguration complete message in response to receiving the RRC reconfiguration message, and concurrently establishes, by the mobile terminal, an RRC connection with the small cell eNB;
in response to successfully establishing the RRC connection with the small cell eNB, notifying, by the mobile terminal or the small cell eNB, the macro eNB of a random access success message specifically includes the steps of:
in response to successfully establishing the RRC connection with the small cell eNB, generating, by the small cell eNB, an indication of successful establishment of the RRC connection with the small cell eNB;
transmitting, by a small cell eNB to the macro eNB, an indication of successful establishment of an RRC connection with the small cell eNB; or
The information management center-based security information management system further comprises: means for configuring, by the macro eNB, the mobile terminal such that the mobile terminal sends, by the mobile terminal in response to receiving the RRC reconfiguration message, an RRC reconfiguration complete message to the macro eNB and, at the same time, establishes an RRC connection with the small cell eNB;
in response to successfully establishing the RRC connection with the small cell eNB, notifying, by the mobile terminal or the small cell eNB, the macro eNB of a random access success message specifically includes the steps of:
transmitting, by the mobile terminal, the security-related message to the small cell eNB in response to successfully establishing the RRC connection with the small cell eNB;
forwarding, by a small cell eNB, the security-related message to the macro eNB in response to receiving the security-related message;
determining, by the macro eNB, that the mobile terminal has successfully established an RRC connection with the small cell eNB in response to receiving the security-related message.
