After a photographic plate is washed by a plate washing machine, the washed waste water is discharged into a waste liquid tank 1 from a water outlet of the plate washing machine and is primarily filtered by a first filtering device, the primarily filtered waste liquid in the waste liquid tank 1 is discharged into a treatment tank 2 through a first circulating pump 6, a pH detector 4 detects the pH value of the waste liquid in the treatment tank 2, acid liquor and a flocculating agent are added into the treatment tank 2 through a solution adding device 5, so that impurities in the treatment tank 2 are flocculated and precipitated, and the pH value of the waste water is adjusted to be neutral so as to avoid the interference of alkaline circulating water on the imaging of the photographic plate; impurities flocculated in the treatment tank 2 settle on the filter layer 8, the filter layer 8 is easily blocked, so that the discharge of treated circulating water is influenced, at the moment, the driving motor 12 can be started, the driving motor 12 drives the output end of the driving motor to rotate and drives the rotating shaft 11 to rotate, and then the plurality of scraping plates 9 are driven to rotate on the upper end face of the filter layer 8 so as to scrape precipitates on the upper end face of the filter layer 8, so that the phenomenon that the speed of circulating water passing through the filter layer 8 is influenced due to the fact that excessive precipitates are accumulated above the filter layer 8 is avoided, and therefore the rapid and stable supply of a wastewater recycling system to the circulating water is ensured as far as possible; the circulating water treated by the filter layer 8 in the treatment tank 2 is discharged into the water storage tank 3 by the second circulating pump 7 for the plate developing machine to use for developing the photographic printing plates, and the setting of the valve 25 is convenient for controlling the flow of the recycling hand introduced into the water storage tank 3 so as to stably supply the circulating water in the working state and the non-working state of the plate developing machine.
