The working principle of the invention is as follows: when the invention is used, a first fixing component 11 and a second fixing component 12 are selected according to the terrain environment, then the insulator is positioned in the middle of a rotating ring 31, a lead is installed at the fixed position of the insulator, an aluminum tape is wound on the fixed position of the lead, an operator pulls one end of the aluminum tape to be wound on the lead, then one hand of the operator drives a rotating block 32 to rotate along the rotating ring 31 and controls a proper amount of the aluminum tape to be discharged, meanwhile, the other hand of the operator drives a moving slide block 23 to move along a moving track, so that the aluminum tape can wrap the lead along the length direction of the lead by a moving distance, the wrapping of the aluminum tape is completed, the wrapping position of the aluminum tape of the lead is moved to the installation position of the insulator, then one end of a binding wire is pulled to be wound on the lead, then one hand of the operator drives the rotating block 32 to rotate along the rotating ring 31 and controls a proper amount of the binding wire, meanwhile, the other hand of the operator drives the movable sliding block 23 to move along the movable track, so that the insulator is bound according to the binding requirement of the mounted insulator, and after the plate binding is completed, the operator cuts off the binding wire and twists up the two ends of the binding wire.
