As shown in fig. 3, a shaft 17 is fixedly connected to a hinged position of the light pole 2, a damping sleeve 16 is sleeved on the shaft 17, the mounting frame 3 is installed on the damping sleeve 16, and when the damping sleeve 16 enables the first rack and the second rack to retract into the light pole 2, the mounting frame 3 can slowly fall back.
