The energy-saving signal indicates the terminal to enter a connection state normal mode, and starts normal monitoring of a Physical Downlink Control Channel (PDCCH) and subsequent data receiving and sending; or indicating the terminal to enter other energy-saving modes and continuously monitoring energy-saving signals in the other energy-saving modes.
Further, when the terminal detects that uplink data to be sent exists, the terminal enters a normal mode of a connected state; when enough uplink resources exist, the network node is used for sending uplink data to the uplink resources distributed by the terminal; or when there is not enough uplink resource, sending a resource request indication to the network node.
In this description, the definition of the energy saving mode and the normal mode in the embodiment of the present invention: the mode using the power saving signal is defined as a power saving mode, and the mode not using the power saving signal is defined as a normal mode.
In the following, the state transition method provided by the embodiment of the present invention is further described, and the energy saving signal is taken as an example of WUS.
In view of the foregoing technical problems, an embodiment of the present invention provides a state transition method, so that a terminal UE can smoothly transition from an energy saving state in a connected state to an energy saving or non-energy saving (normal) state in an IDLE state IDLE or an INACTIVE state INACTIVE according to a certain rule.
The scheme mainly aims at the modes and conditions of the energy-saving mode in the RRC _ CONNECTED state and the normal mode or the energy-saving mode conversion in the RRC _ IDLE or RRC _ INACTIVE state.
Wherein, relate to:
(1) setting and starting conditions of a connection state transition related timer (i.e., the connection state transition timer);
(2) the UE transitions from a connected state power saving mode to a non-connected state (IDLE or INACTIVE) power saving mode, conditions including, but not limited to, one to more of the following:
a. the terminal operates in a power saving mode of a connected state and a related timer of state transition of the connected state is overtime, and the UE is located in an active area (such as wakeup-area); at this time, the UE may be considered to acquire the relevant information of the active area;
the active area may be configured by the network, or a default area may be used as the whole cell;
the network configured active area can be previously configured by the network through explicit RRC signaling and stored in the UE, or read by the UE through system broadcasting;
b. when the terminal works in the energy-saving mode of the connected state and the related timer of the connected state transition is overtime and the UE has the related energy-saving capability of the unconnected state (the terminal capability of the terminal supports the energy-saving of the unconnected state); of course, here, the UE may also have the energy saving capabilities related to IDLE and INACTIVE;
c. the terminal works in the energy-saving mode of the connected state, the related timer of the connected state transition is overtime, and the network node has the related energy-saving capability of the unconnected state; of course, the network node may have the energy saving capabilities related to IDLE and INACTIVE;
the terminal can know whether the network node supports the relevant energy-saving capability in the non-connection state or not through the following modes:
whether the current network supports the energy saving is given by a network indication, such as system broadcast, or all nodes on the network side support by default.
In the embodiment of the present invention, the UE or the network node may be generally classified as supporting the energy saving capability or not, and further, whether the IDLE capability or the INACTIVE capability or the CONNECTED capability respectively supports the energy saving capability or not.
d. The terminal works in an energy-saving mode of a connected state, a related timer of the state conversion of the connected state is overtime, and the terminal stores energy-saving configuration of a non-connected state;
it is stated that the above conditions a, b, c and d are all and/or relationships; when b and c satisfy one, it can be understood by default that the opposite end definitely supports the corresponding energy saving capability.
(3) The UE transitions from a connected state power saving mode to a non-connected state (IDLE or INACTIVE) normal mode, conditions including, but not limited to, one to more of the following;
a. the terminal works in the energy-saving mode of the connection state, the related timer of the connection state transition is overtime, and the UE is not positioned in the activation region; at this time, it may be considered that the UE does not acquire the relevant information of the active area;
b. when the terminal works in the energy-saving mode of the connected state and the related timer of the connected state transition is overtime and the UE does not support the related energy-saving capability of the non-connected state (the terminal capability of the terminal does not support the energy-saving capability of the non-connected state); of course, it is also possible that the UE does not have the associated energy saving capabilities of IDLE and INACTIVE;
c. when the terminal works in the energy-saving mode of the connected state and the related timer of the connected state transition is overtime and the network node does not support the related energy-saving capability of the unconnected state; of course, it is also possible here that the network node does not have the associated energy saving capabilities of IDLE and INACTIVE;
d. and the terminal works in the energy-saving mode of the connected state, the related timer of the connected state transition is overtime, and the terminal does not store the energy-saving configuration of the unconnected state.
Specifically, the method comprises the following steps:
with regard to: condition setting for transition of the connected state energy saving mode to the unconnected state (IDLE or INACTIVE);
when the UE works in the energy-saving mode in a connected state, the UE may only monitor the WUS in the downlink, and once the WUS for the current UE and/or the current UE group (for all terminals of the group where the current UE is located) and/or for all the UEs in the cell or the active area where the current UE is located is monitored, the normal monitoring of the physical downlink control channel PDCCH is allowed to be started.
Because the UE does not directly monitor the PDCCH when in the energy saving mode, the node on the network side cannot explicitly indicate to the UE to request release of the RRC connection. However, the network may configure a connection state transition Timer for the UE in an explicit or implicit manner, and when the Timer times out, the UE leaves the energy saving mode in the connection state and enters the non-connection state.
The configuration time of the Timer includes at least one of the following:
(1) the method comprises the following steps of sending down through a special signaling when in a non-energy-saving mode in a connected state;
(2) WUS indication of power save mode by connected state;
(3) the protocol sets a fixed length of time.
The Timer configuration mode includes at least one of the following:
(1) the network explicitly configures a timer time length;
(2) the network configures a scaling factor, and the UE obtains the length of the Timer of the state transition Timer by taking the length value of the existing Timer as the product of the scaling factor (for example, the energy saving of the connection state has a Timer, and the state transition Timer can perform length scaling by taking the Timer as a reference);
(3) the protocol specifies a fixed timer length.
The starting condition of the Timer comprises at least one of the following conditions:
(1) the UE may be started after entering the connected state energy saving mode;
(2) when the UE has multiple energy saving modes, the UE is activated when entering the energy saving mode with the highest energy saving efficiency in the connected state (it can be understood that the connected state may have multiple energy saving sub-modes, for example, the energy saving mode two is more power saving than the energy saving mode one.
The termination condition of the Timer includes at least one of the following:
(1) the Timer is terminated when the WUS monitored by the UE is a WUS for the current UE and/or for the current group of UEs (for all terminals in the group where the current UE is located) and/or for all UEs within the cell or active area where the current UE is located. The WUS may:
a. requiring the UE to enter a normal mode of a connection state, starting normal monitoring of a PDCCH, and subsequently receiving and transmitting data;
b. or, the UE is required to enter other energy saving modes and continue to monitor the WUS in the mode (the energy saving mode that the UE newly enters).
(2) When the UE needs to send uplink data (the WUS and the PDCCH monitor whether downlink data exists or not, wherein the uplink data exists in the UE and needs to be sent, for example, a user needs to upload data to a network), the Timer is stopped, and a normal mode in a connection state is entered; further, the uplink data is sent by using the uplink resource allocated by the network to the UE, or a resource request indication is sent to a node on the network side when there is not enough uplink resource.
In this description, in the embodiment of the present invention, the network side needs to be modified for WUS: in the prior art, before sending data, a node on a network side sends a WUS to inform UE to start monitoring a PDCCH. However, in the embodiment of the present invention, the mode of sending the WUS by the node on the network side is not unique, and may be sending the WUS to one UE, a group of UEs, or all UEs in a certain area, and then the differentiation mode of the UE or the group of UEs may be a UE ID, a cell ID, or another newly added differentiation identifier, and so on.
With regard to: connected state energy saving mode to non-connected state (IDLE or INACTIVE) energy saving mode-decision is set according to activation region;
and when the UE works in the energy-saving mode in the connected state and the state transition Timer times out, the UE enters the unconnected state. If the UE determines the energy saving state of the UE using an active area (e.g., wakeup-area), the UE directly enters the energy saving state (mode) in the unconnected state when the cell in which the UE is located is within the active area when the UE enters the unconnected state.
If the network explicitly gives the active area configuration, the UE may be notified as follows:
(1) before the UE enters a connected state energy-saving mode, the network configures an activation region used by the UE in a normal data transceiving mode (a normal mode of a connected state) through an explicit RRC (radio resource control) signaling, stores the activation region in the UE and can be used for activating wakeup of subsequent UE;
(2) or, the UE reads the activation region (without limiting the reading time) through system broadcast, and the activation region is not specific to the UE, but is uniformly divided by the network side, and all UEs in the cell use the same activation region;
if the network does not explicitly give the active area configuration, it may:
(1) consider that the UE has no active area;
(2) or, the cell where the current UE is located is the active area by default.
Wherein, the negotiation with the network is not required for the autonomous default of the UE.
When the UE obtains the active area by any of the above manners and the cell in which the UE is located is within the active area when the UE enters the non-connected state, the UE may directly enter the energy saving mode when entering the non-connected state. The behavior of the energy-saving mode may be to monitor the WUS first in a non-connected state, and monitor the PDCCH to acquire a paging message only when there is a WUS for the current UE and/or for a current UE group and/or for all UEs in a cell or an active area where the current UE is located;
and when the UE cannot obtain the active area by any of the above manners, or obtains the active area but is not located in the active area, it is determined that the UE needs to enter the normal mode when the UE is in the non-connected state. The normal mode is to not monitor the WUS, and directly monitor the PDCCH to acquire a Paging message as long as a Paging opportunity (Paging interference) of the UE is entered.
With regard to: connected state energy saving mode to non-connected state (IDLE or INACTIVE) energy saving mode-decision according to UE and/or network side (network node) capability;
and when the UE works in the energy-saving mode in the connected state and the state transition Timer times out, the UE enters the unconnected state.
(1) If the UE only supports the energy saving in the connected state aiming at the energy saving related capacity but does not support the energy saving in the non-connected state, the UE directly enters a normal mode when entering the non-connected state; of course, the UE may not support the IDLE and INACTIVE related power saving capabilities.
(2) If the network side (network node) only supports the connected state energy saving for the energy saving related capability but does not support the non-connected state energy saving, and the UE is informed that the network side (network node) does not support the capability, the UE directly enters a normal mode when entering the non-connected state; of course, the network node may not support IDLE and INACTIVE related energy saving capabilities;
this may be a explicit or implicit notification. Implicit notification, such as when the network does not send the relevant configuration for non-connected power saving, indicates no support.
(3) If the default network side (network node) supports the energy saving in the non-connection state and the UE capability supports the energy saving in the non-connection state, the UE can directly enter the energy saving mode when entering the non-connection state; of course, energy saving in which both the network node and the terminal support IDLE and INACTIVE is also possible here.
(4) If a network side (network node) configures energy saving mode supporting the non-connection state for the UE and the UE capability also supports the energy saving mode in the non-connection state, the UE can directly enter the energy saving mode in the non-connection state; in this case, the default network node may send the configuration only if it supports the non-connected state power saving. Of course, energy saving in which both the network node and the terminal support IDLE and INACTIVE is also possible here.
Regarding the terminal, the network node determines whether the terminal is supported according to the terminal capability of the terminal; the capability of the network node is that the network node itself determines whether or not it supports. Wherein the UE capability is determined by the handset vendor. The network node capabilities are determined by the operator and/or the device vendor.
In this description, the "unconnected state" referred to in the description of the state transition method provided in the embodiment of the present invention includes IDLE or INACTIVE.
As can be seen from the above, the scheme provided in the embodiment of the present invention mainly includes a method and conditions for switching between the energy saving mode in the RRC _ CONNECTED state and the normal mode or the energy saving mode in the RRC _ IDLE or RRC _ INACTIVE state. The scheme provided by the embodiment of the invention enables the UE to smoothly switch from the energy-saving state of the connection state into the energy-saving or non-energy-saving (normal) state of the IDLE or INACTIVE state according to a certain rule.
The embodiment of the invention also provides a terminal, which comprises a memory, a processor and a computer program which is stored on the memory and can be run on the processor; the processor implements the following steps when executing the program:
if the first preset condition is met, the terminal is switched from the energy-saving mode in the connected state to the energy-saving mode in the non-connected state;
wherein the unconnected state comprises an idle state or an inactive state;
the first preset condition comprises at least one of the following conditions:
the terminal works in an energy-saving mode of a connection state, a connection state conversion timer is overtime, and the terminal is positioned in an activation region;
the terminal works in an energy-saving mode of a connected state, a connected state conversion timer is overtime, and the terminal capability of the terminal supports energy saving in a non-connected state;
the terminal works in an energy-saving mode in a connected state, the connected state conversion timer is overtime, and the network node has energy-saving capability in a non-connected state;
the terminal works in the energy-saving mode of the connected state, the connected state conversion timer is overtime, and the terminal stores energy-saving configuration of the unconnected state.
According to the terminal provided by the embodiment of the invention, if a first preset condition is met, the terminal is switched from the energy-saving mode in the connected state to the energy-saving mode in the non-connected state; wherein the unconnected state comprises an idle state or an inactive state; the first preset condition comprises at least one of the following conditions: the terminal works in an energy-saving mode of a connection state, a connection state conversion timer is overtime, and the terminal is positioned in an activation region; the terminal works in an energy-saving mode of a connected state, a connected state conversion timer is overtime, and the terminal capability of the terminal supports energy saving in a non-connected state; the terminal works in an energy-saving mode in a connected state, the connected state conversion timer is overtime, and the network node has energy-saving capability in a non-connected state; the terminal works in an energy-saving mode of a connected state, a connected state conversion timer is overtime, and the terminal stores energy-saving configuration of a non-connected state; the UE can smoothly switch from the energy-saving state of the connection state to the energy-saving or non-energy-saving (normal) state of the IDLE or INACTIVE state according to a certain rule; the problem that the terminal cannot accurately enter the energy-saving or non-energy-saving (normal) state of IDLE or INACTIVE from the energy-saving state of the connection state in the prior art is well solved.
As shown in fig. 4, the terminal provided in the embodiment of the present invention includes:
a processor 41; and a memory 43 connected to the processor 41 through the bus interface 42, wherein the memory 43 is used for storing programs and data used by the processor 41 in executing operations, and when the processor 41 calls and executes the programs and data stored in the memory 43, the following processes are executed:
if the first preset condition is met, the terminal is switched from the energy-saving mode in the connected state to the energy-saving mode in the non-connected state;
wherein the unconnected state comprises an idle state or an inactive state;
the first preset condition comprises at least one of the following conditions:
the terminal works in an energy-saving mode of a connection state, a connection state conversion timer is overtime, and the terminal is positioned in an activation region;
the terminal works in an energy-saving mode of a connected state, a connected state conversion timer is overtime, and the terminal capability of the terminal supports energy saving in a non-connected state;
the terminal works in an energy-saving mode in a connected state, the connected state conversion timer is overtime, and the network node has energy-saving capability in a non-connected state;
the terminal works in the energy-saving mode of the connected state, the connected state conversion timer is overtime, and the terminal stores energy-saving configuration of the unconnected state.
In the embodiment of the present invention, the terminal may further include a transceiver 44, which is not limited herein.
Wherein a transceiver 44 is connected to the bus interface 42 for receiving and transmitting data under control of the processor 41.
It should be noted that in fig. 4, the bus architecture may include any number of interconnected buses and bridges, with one or more processors represented by processor 41 and various circuits of memory represented by memory 43 being linked together. The bus architecture may also link together various other circuits such as peripherals, voltage regulators, power management circuits, and the like, which are well known in the art, and therefore, will not be described any further herein. The bus interface provides an interface. The transceiver 44 may be a number of elements, including a transmitter and a transceiver, providing a means for communicating with various other apparatus over a transmission medium. For different terminals, the user interface 45 may also be an interface capable of interfacing with a desired device, including but not limited to a keypad, display, speaker, microphone, joystick, etc. The processor 41 is responsible for managing the bus architecture and general processing, and the memory 43 may store data used by the processor 41 in performing operations.
Those skilled in the art will appreciate that all or part of the steps for implementing the above embodiments may be performed by hardware, or may be instructed to be performed by associated hardware by a computer program that includes instructions for performing some or all of the steps of the above methods; and the computer program may be stored in a readable storage medium, which may be any form of storage medium.
The activation area is an area configured by a network node, or the whole cell of the cell where the default terminal is located.
Specifically, when the activation region is a region configured by the network node, the activation region is obtained by the terminal through an explicit RRC signaling or is read through system broadcast.
Further, the processor is further configured to: if the second preset condition is met, the terminal is switched from the energy-saving mode in the connected state to the normal mode in the non-connected state;
wherein the second preset condition comprises at least one of the following conditions: the terminal works in an energy-saving mode of a connection state, a connection state conversion timer is overtime, and the terminal is not located in an activation region; the terminal works in an energy-saving mode of a connected state, a connected state conversion timer is overtime, and the terminal capability of the terminal does not support energy saving in a non-connected state; the terminal works in an energy-saving mode in a connected state, a connected state conversion timer is overtime, and the network node does not have energy-saving capability in a non-connected state; the terminal works in the energy-saving mode of the connection state, the connection state conversion timer is overtime, and the terminal does not store energy-saving configuration of the non-connection state.
In the embodiment of the invention, the connection state transition timer is configured by a network node in an explicit or implicit way; or the connection state transition timer is agreed by a protocol to be a fixed timer length.
Wherein the explicit or implicit configuration of the connected state transition timer by the network node comprises: the connection state transition timer is explicitly displayed by the network node for a timer time length; or the network node configures a scaling factor for the connection state transition timer, and the terminal obtains the length of the connection state transition timer according to the existing timer value length and the scaling factor.
In this embodiment of the present invention, the starting condition of the connection state transition timer includes: the terminal enters a connected energy-saving mode; or the terminal has a plurality of energy-saving modes and enters the energy-saving mode with the highest efficiency in the connected energy-saving mode.
The termination condition of the connection state transition timer includes: the terminal monitors energy-saving signals aiming at the terminal, or aiming at all terminals grouped by the terminal, or all terminals in a cell or an activation area where the terminal is located; or the terminal detects that the uplink data to be sent exist.

the first preset condition comprises at least one of the following conditions:
the terminal works in an energy-saving mode of a connection state, a connection state conversion timer is overtime, and the terminal is positioned in an activation region;

It should be noted that many of the functional units described in this specification have been referred to as modules, in order to more particularly emphasize their implementation independence.
In embodiments of the present invention, modules may be implemented in software for execution by various types of processors. An identified module of executable code may, for instance, comprise one or more physical or logical blocks of computer instructions which may, for instance, be constructed as an object, procedure, or function. Nevertheless, the executables of an identified module need not be physically located together, but may comprise disparate instructions stored in different bits which, when joined logically together, comprise the module and achieve the stated purpose for the module.

1. A state transition method is applied to a terminal, and is characterized by comprising the following steps:
if the first preset condition is met, the terminal is switched from the energy-saving mode in the connected state to the energy-saving mode in the non-connected state;
wherein the unconnected state comprises an idle state or an inactive state;
the first preset condition comprises at least one of the following conditions:
the terminal works in an energy-saving mode of a connection state, a connection state conversion timer is overtime, and the terminal is positioned in an activation region;
the terminal works in an energy-saving mode of a connected state, a connected state conversion timer is overtime, and the terminal capability of the terminal supports energy saving in a non-connected state;
the terminal works in an energy-saving mode in a connected state, the connected state conversion timer is overtime, and the network node has energy-saving capability in a non-connected state;
the terminal works in the energy-saving mode of the connected state, the connected state conversion timer is overtime, and the terminal stores energy-saving configuration of the unconnected state.
2. The state transition method according to claim 1, wherein the active area is an area configured by a network node or an entire cell of a cell in which the terminal is located by default.
3. The state transition method according to claim 2, wherein the active area is obtained by the terminal through explicit RRC signaling or read through system broadcast when the active area is configured by the network node.
4. The state transition method according to claim 1, further comprising:
if the second preset condition is met, the terminal is switched from the energy-saving mode in the connected state to the normal mode in the non-connected state;
wherein the second preset condition comprises at least one of the following conditions:
the terminal works in an energy-saving mode of a connection state, a connection state conversion timer is overtime, and the terminal is not located in an activation region;
the terminal works in an energy-saving mode of a connected state, a connected state conversion timer is overtime, and the terminal capability of the terminal does not support energy saving in a non-connected state;
the terminal works in an energy-saving mode in a connected state, a connected state conversion timer is overtime, and the network node does not have energy-saving capability in a non-connected state;
the terminal works in the energy-saving mode of the connection state, the connection state conversion timer is overtime, and the terminal does not store energy-saving configuration of the non-connection state.
5. The state transition method of claim 1, wherein the connected state transition timer is explicitly or implicitly configured by a network node; or
The connection state transition timer is agreed by a protocol to be a fixed timer length.
6. The state transition method of claim 5, wherein the explicitly or implicitly configuring the connection state transition timer by the network node comprises:
the connection state transition timer is explicitly displayed by the network node for a timer time length; or
And the terminal obtains the length of the connection state transition timer according to the value length of the existing timer and the scaling factor.
7. The state transition method according to claim 1, wherein the starting condition of the connection state transition timer comprises:
the terminal enters a connected energy-saving mode; or
The terminal has a plurality of energy-saving modes and enters the energy-saving mode with the highest efficiency in the connected energy-saving mode.
8. The state transition method according to claim 1, wherein the termination condition of the connection state transition timer comprises:
the terminal monitors energy-saving signals aiming at the terminal, or aiming at all terminals grouped by the terminal, or all terminals in a cell or an activation area where the terminal is located; or
And the terminal detects that the uplink data to be sent exist.
9. The state transition method according to claim 8, wherein the energy-saving signal instructs the terminal to enter a normal mode in a connected state, and starts normal monitoring of a physical downlink control channel PDCCH and subsequent data transceiving; or
And instructing the terminal to enter other energy-saving modes, and continuously monitoring energy-saving signals in the other energy-saving modes.
10. The state transition method according to claim 8, wherein when the terminal detects that there is uplink data to be sent, the terminal enters a normal mode in a connected state; and is
When enough uplink resources exist, the network node is used for sending uplink data to the uplink resources distributed by the terminal; or when there is not enough uplink resource, sending a resource request indication to the network node.
11. A terminal comprising a memory, a processor and a computer program stored on the memory and executable on the processor; wherein the processor implements the following steps when executing the program:
if the first preset condition is met, the terminal is switched from the energy-saving mode in the connected state to the energy-saving mode in the non-connected state;
wherein the unconnected state comprises an idle state or an inactive state;
the first preset condition comprises at least one of the following conditions:
the terminal works in an energy-saving mode of a connection state, a connection state conversion timer is overtime, and the terminal is positioned in an activation region;

the terminal works in the energy-saving mode of the connected state, the connected state conversion timer is overtime, and the terminal stores energy-saving configuration of the unconnected state.
12. The terminal of claim 11, wherein the active area is an area configured by a network node or a whole cell of a cell where the terminal is located by default.
13. The terminal of claim 12, wherein the active area is obtained by the terminal through explicit RRC signaling or read through system broadcast when the active area is configured by the network node.
14. The terminal of claim 11, wherein the processor is further configured to:
if the second preset condition is met, the terminal is switched from the energy-saving mode in the connected state to the normal mode in the non-connected state;
wherein the second preset condition comprises at least one of the following conditions:
the terminal works in an energy-saving mode of a connection state, a connection state conversion timer is overtime, and the terminal is not located in an activation region;
the terminal works in an energy-saving mode of a connected state, a connected state conversion timer is overtime, and the terminal capability of the terminal does not support energy saving in a non-connected state;
the terminal works in an energy-saving mode in a connected state, a connected state conversion timer is overtime, and the network node does not have energy-saving capability in a non-connected state;
the terminal works in the energy-saving mode of the connection state, the connection state conversion timer is overtime, and the terminal does not store energy-saving configuration of the non-connection state.
15. The terminal of claim 11, wherein the connected state transition timer is explicitly or implicitly configured by a network node; or
The connection state transition timer is agreed by a protocol to be a fixed timer length.
16. The terminal of claim 15, wherein the explicit or implicit configuration of the connection state transition timer by the network node comprises:
the connection state transition timer is explicitly displayed by the network node for a timer time length; or
And the terminal obtains the length of the connection state transition timer according to the value length of the existing timer and the scaling factor.
17. The terminal of claim 11, wherein the starting condition of the connection state transition timer comprises:
the terminal enters a connected energy-saving mode; or

the terminal works in the energy-saving mode of the connected state, the connected state conversion timer is overtime, and the terminal stores energy-saving configuration of the unconnected state.
23. The state transition device of claim 22, further comprising:
the second processing module is used for switching the terminal from the energy-saving mode in the connected state to the normal mode in the unconnected state if a second preset condition is met;
wherein the second preset condition comprises at least one of the following conditions:
the terminal works in an energy-saving mode of a connection state, a connection state conversion timer is overtime, and the terminal is not located in an activation region;
the terminal works in an energy-saving mode of a connected state, a connected state conversion timer is overtime, and the terminal capability of the terminal does not support energy saving in a non-connected state;
the terminal works in an energy-saving mode in a connected state, a connected state conversion timer is overtime, and the network node does not have energy-saving capability in a non-connected state;
the terminal works in the energy-saving mode of the connection state, the connection state conversion timer is overtime, and the terminal does not store energy-saving configuration of the non-connection state.
