the determining unit is used for determining the vehicle identification code of the vehicle to be warned according to the geographic position of the abnormal vehicle and a preset driving state information database;
and the second sending unit is used for sending safety prompt information to the vehicle to be warned according to the vehicle identification code of the vehicle to be warned.
6. The apparatus of claim 5, wherein the first sending unit comprises:
the calling subunit is used for calling the monitoring information of the area where the abnormal vehicle is located according to the geographic position of the abnormal vehicle;
the generating subunit is used for generating a safety warning instruction for the abnormal vehicle according to the monitoring information;
and the first sending subunit is used for sending the safety warning instruction to the abnormal vehicle according to the vehicle identification code.
7. The apparatus of claim 5, wherein the determining unit comprises:
the determining subunit is used for determining the road section within the preset distance behind the geographic position of the abnormal vehicle as the road section to be warned;
the inquiry subunit is used for inquiring the vehicles with the geographic positions in the road section to be warned as the vehicles to be warned;
and the extraction subunit is used for extracting the vehicle identification code of the vehicle to be warned.
8. The device of claim 5, wherein the second sending unit is configured to broadcast the state of the abnormal vehicle and the geographic location of the abnormal vehicle to the vehicle to be warned by voice according to the vehicle identification code of the vehicle to be warned.
9. A system for identifying an abnormal vehicle on a highway, comprising: the intelligent communication device of the vehicle is in communication connection with the server;
the vehicle intelligent communication device is used for uploading driving state information to the server;
the server is used for acquiring driving state information uploaded by vehicles on a highway, the driving state information comprises a vehicle identification code, a geographic position and driving speed of the vehicles, identifying whether the driving speed is less than a preset vehicle speed or not, if the driving speed is less than the preset vehicle speed, marking the vehicles are abnormal vehicles, extracting the vehicle identification code and the geographic position of the abnormal vehicles, and according to the vehicle identification code of the abnormal vehicles, sending safety warning instructions to the abnormal vehicles, according to the geographic position of the abnormal vehicles and a preset driving state information database, determining the vehicle identification code of the vehicle to be warned, and according to the vehicle identification code of the vehicle to be warned, sending safety prompt information to the vehicle to be warned.
