step S401, meter reading table code data of a shutdown transformer associated metering point of a type B user are extracted in a month unit;
step S402, judging the difference value between the active meter reading total data in the current period and the active meter reading total data in the previous period, if the difference value is more than 0 and less than or equal to 0.5, judging a submerged state, replacing the active meter reading total reactive total data in the current period by the active meter reading total reactive total data in the previous period by the system, settling the electric charge bill of 0 electric quantity, if the difference value is not more than 0 and less than or equal to 0.5, judging that the electric charge bill is abnormal in the field, and checking the electric charge bill in the field;
