2. The environment-friendly oil and rust removing agent as claimed in claim 1, wherein: the surfactant is one or more of polyoxyethylene alkyl phenyl ether, sodium dodecyl benzene sulfonate and polyoxyethylene nonyl phenyl ether.
3. The environment-friendly oil and rust removing agent as claimed in claim 1, wherein: the solvent is water and absolute ethyl alcohol which are used together.

The environment-friendly oil and rust removing agent as claimed in claim 1, wherein: the paint comprises the following components in parts by weight: 3 parts of citric acid, 6 parts of ethylene diamine tetraacetic acid disodium salt, 2 parts of phytic acid, 8 parts of sodium carbonate, 4 parts of sodium tripolyphosphate, 2 parts of sodium pyrophosphate, 6 parts of surfactant and 80 parts of solvent.

The environment-friendly oil and rust removing agent as claimed in claim 1, wherein: the paint comprises the following components in parts by weight: 3 parts of citric acid, 7 parts of disodium ethylene diamine tetraacetate, 3 parts of phytic acid, 9 parts of sodium carbonate, 5 parts of sodium tripolyphosphate, 3 parts of sodium pyrophosphate, 7 parts of surfactant and 80 parts of solvent.

The environment-friendly oil and rust removing agent as claimed in claim 1, wherein: the paint comprises the following components in parts by weight: 4 parts of citric acid, 7 parts of disodium ethylene diamine tetraacetate, 3 parts of phytic acid, 9 parts of sodium carbonate, 6 parts of sodium tripolyphosphate, 4 parts of sodium pyrophosphate, 7 parts of surfactant and 90 parts of solvent.

The environment-friendly oil and rust removing agent as claimed in claim 1, wherein: the paint comprises the following components in parts by weight: 5 parts of citric acid, 7 parts of disodium ethylene diamine tetraacetate, 4 parts of phytic acid, 10 parts of sodium carbonate, 6 parts of sodium tripolyphosphate, 5 parts of sodium pyrophosphate, 8 parts of surfactant and 100 parts of solvent.
8. A method for preparing the environment-friendly oil and rust removing agent as defined in any one of claims 1 to 7, which is characterized in that: the method comprises the following specific steps:
step 1, adding 3-5 parts of citric acid and 6-7 parts of ethylene diamine tetraacetic acid disodium salt into a reaction kettle, adding 80-100 parts of solvent, stirring for 20-30 minutes for complete mixing, wherein the solution contains 500-;
step 2, adding 2-4 parts of phytic acid when the components are completely mixed, stirring for 10 minutes at 500-;
