a receiving unit, configured to receive terminal attribute information, where the terminal attribute information includes at least one of: service initiation interval frequency information of the terminal and mobile state information of the terminal;
a sending unit, configured to send a message to notify the terminal that the user plane optimization function is enabled if it is determined that the user plane optimization function is enabled for the terminal according to the terminal attribute information received by the receiving unit.
10. The apparatus of claim 9,
the receiving unit is configured to receive the terminal attribute information notified by the mobility management network element; or receiving the terminal attribute information reported by the terminal.
11. The apparatus of claim 10, wherein the terminal attribute information is sent to the mobility management network element for a Home Subscription Server (HSS) or the terminal.
12. The apparatus of claim 11,
the receiving unit is configured to receive terminal attribute information notified by the mobility management network element using the initial context setup request message or the downlink non-access stratum NAS transmission and attach accept message.
13. The apparatus of claim 11, wherein the terminal attribute information is sent by the HSS to the mobility management network element during an attach procedure or a tracking area update procedure initiated by the terminal.
14. The apparatus of claim 11, wherein the terminal attribute message is sent by the terminal to the mobility management network element using non-access stratum NAS signaling.
15. The apparatus of claim 9 or 10,
the receiving unit is configured to receive terminal attribute information reported by the terminal through a radio resource control RRC signaling; or receiving terminal attribute information carried by the terminal in a Packet Data Convergence Protocol (PDCP) data message; or receiving terminal attribute information carried by the terminal in a radio link layer control protocol (RLC) data message; or receiving terminal attribute information carried by the terminal in a Media Access Control (MAC) data message.
16. The apparatus of claim 10, wherein the mobility management network element comprises a mobility management entity, MME, or an access and mobility management function entity, AMF.
17. A communications apparatus, comprising: a processor, a memory, and a transceiver; wherein the memory stores a computer program, and the processor is configured to read the program stored in the memory and execute the method according to any one of claims 1 to 8.
18. A computer storage medium having computer-executable instructions stored thereon for causing a computer to perform the method of any one of claims 1-8.
