3. A developing cartridge according to claim 2, wherein:

the elastic member and the urging member are both torsion springs.

the friction layer is made of an elastic material, and the elastic material is sponge or rubber.
8. A developing cartridge according to claim 7, wherein:
and the peripheral wall of the second driving wheel is provided with an installation groove, and the friction layer is installed in the installation groove in an interference fit manner.
9. A developing cartridge according to any one of claims 1 to 4, wherein:
the friction layer is made of a plastic material, and friction protrusions are arranged on the surface, in contact with the elastic friction layer, of the friction layer.
10. An image forming apparatus comprising a cartridge bay and a developing cartridge detachably mountable in said cartridge bay, wherein said developing cartridge is the developing cartridge according to any one of claims 1 to 9.
