The electronic medical record management system of the invention comprises: the system comprises a user management module, a block chain network module, a medical data processing module, a referral module and a communication module. The medical data alliance chain in the block chain-based electronic medical record management system relates to participants in the processes of creating, maintaining, referral and the like, and has the functions of storing, maintaining the electronic medical record data alliance chain, monitoring the correctness of block chain records, initiating inquiry, referring to requests and the like. According to statistics, 30% of the current medical consumption is waste of excessive medical treatment, and a large number of medical enterprises are worried about the development quality.
