The charging system and method as claimed in claim 1, wherein: the bill charge-out system sends the bill to be charged out to a charging settlement system, and the charging settlement system deducts the charge; the prepaid service only files the bill; after the bill is successfully sent, the bill state is modified to be '4'; and simultaneously, the charging data state is modified to be 0.
7. The charging system and method as claimed in claim 1, wherein: when the bill to be paid is failed to be sent to the charging settlement system by the bill paying system, the bill state is modified into the bill to be paid, and the charging data state is '1';
the administrator sets and distributes charging tasks according to the enterprise charging requirements, and the tasks can bind the published charging rules; after the task is released, the system automatically executes charging according to the charging rule and generates an accurate charging bill;
and automatically auditing the generated bill by the system, and then paying out the bill.
