The invention aims to provide a rotatable plastic pipe cutting device which comprises a base and a workbench, wherein the workbench is arranged above the base, the base is connected with the workbench through a height adjusting mechanism, the cutting mechanism is arranged on the upper surface of the workbench, and an angle adjusting mechanism for adjusting the angle of a pipe is arranged at one end of the workbench, so that the problem that the pipe cutting is influenced due to the fact that the pipe is inconvenient to angle by the conventional device is solved.
