As will be appreciated by those skilled in the art, as background art shows, the success rate of the IMS terminal actively initiating the USSI service is low in the prior art.
Currently, whether an IMS terminal supports a USSI service actively initiated by an IMS network is defined in a document, and the IMS terminal may carry "g.3gpp.nw-init-USSI" information in a contact header field of a Session Initiation Protocol (SIP) registration (register) message sent, to identify whether the IMS terminal supports the USSI service. If the USSD service is triggered by the operation of the IMS terminal, the USSI service is directly initiated by the IMS terminal, and the USSI service is always failed when the USSI service is initiated by the IMS terminal in an IMS network which does not support the USSI because the service capability of the IMS network is unknown in advance by the IMS terminal, so that the success probability of the USSI service actively initiated by the IMS terminal is lower. Furthermore, when the IMS network wishes to complete the USSD service in the 2G network or the 3G network, if the IMS terminal considers that the IMS network supports the USSI service, the IMS terminal cannot properly complete the USSD service.
