The map building module is used for building an electronic map display model comprising N scale levels, wherein N is a positive integer;
The data identification module is used for formulating data identification forms under different scale levels according to a preset aggregation rule; the preset aggregation rule comprises that as the scale is increased, the hierarchical data identification form of each scale is transited from aggregation display to scattered point display;
the data display module is used for displaying the query data according to the data identification form under the current scale level after receiving a query data display instruction; and the identifiers displayed by the query data in the same data identifier form are the same.
6. the data annotation system based on the electronic map as claimed in claim 5, wherein said map building module comprises a hierarchy dividing unit, said hierarchy dividing unit is configured to divide said N scale levels into a country scale level, a provincial scale level, a city scale level, a district/county scale level, and a street/township scale level in sequence from large to small; the data identification forms under the national scale level, the provincial scale level and the city scale level are displayed in a gathering mode, and the data identification forms under the district/county scale level and the street/township scale level are displayed in scattered points.
