The system or the method or the meter can realize self-help meter reading of the user, and can avoid various cheating behaviors in a more perfect scheme, so that the reliability and the feasibility of the self-help meter reading can be ensured. Through the change of the meter reading mode, on one hand, the meter can be enabled to have no communication module and/or camera, so that the hardware cost of the meter and the maintenance cost of the meter are reduced, and on the other hand, the communication cost of a gas company and the dependence on the communication mode can also be reduced. when the image contains the ID number of the meter, the server judges whether the ID number is matched with a user terminal sending the image, if so, the server checks the usage amount of the user according to the reading sent by the user terminal and/or the image containing the reading, and sends a valve opening password to the user terminal, otherwise, the server does not perform any processing, or sends warning information of unmatched identity to the user terminal;
when the image contains a check code, the server judges whether the check code is consistent with the actual check code of the meter in the current time period, if so, the server checks the usage amount of the user according to the reading sent by the user terminal and/or the image containing the reading, and sends a valve opening password to the user terminal, otherwise, the server does not perform any processing, or sends warning information of unmatched identity to the user terminal;
the server calculates the usage amount of the user according to the reading and/or the image containing the reading sent by the user terminal; calculating the usage fee according to the checked usage amount, judging whether the calculated usage fee is larger than a prestored balance, if so, directly sending a valve opening password to the user terminal, if not, sending a recharging prompt message to the user terminal, and after receiving the information that the user has recharged, sending the valve opening password to the user terminal;
and judging whether a valve opening password is sent to the user terminal in the current time period or not, if not, sending the valve opening password to the user terminal, otherwise, not sending a new valve opening password to the user terminal or sending the same valve opening password.
