s3, operating the AAO system (20) and the fermentation tank (40) in series: the sludge is periodically conveyed into the fermentation tank (40) through a sludge drainage system (53), secondary effluent in the secondary sedimentation tank (30) is conveyed into the fermentation tank (40) according to a preset proportion, and fermentation mixed liquor in the fermentation tank (40) is periodically conveyed into the AAO system (20) through a fermentation mixed liquor reflux system (51).
