the emergency broadcast network video conference system provides network video conferences of emergency broadcast management departments at all levels;
the emergency broadcast unmanned aerial vehicle system provides on-site video and audio of emergency broadcast and remote sound broadcast of an airborne loud speaker;
each emergency broadcast safety module corresponds to one emergency broadcast system resource, the emergency broadcast messages received by the emergency broadcast system resources are checked and signed, and the emergency broadcast messages sent by the emergency broadcast system resources are signed;

the abnormal types comprise emergency broadcasting system resource data abnormity, emergency broadcasting safety module signature verification abnormity, emergency broadcasting safety module signature abnormity and emergency broadcasting message receiving and sending consistency abnormity;
the monitoring application server monitors the information safety state of the emergency broadcasting system resource and the emergency broadcasting safety module in real time, alarms when an emergency broadcasting system resource and the emergency broadcasting safety module are abnormal, stores alarm information into a database, marks the position of the emergency broadcasting system resource or the emergency broadcasting safety module with a fault on an electronic map, and inquires the details of the emergency broadcasting information safety monitoring abnormal alarm;
the first emergency broadcast safety module is connected with the monitoring application server, checks the emergency broadcast message received by the monitoring application server, and signs the emergency broadcast message sent by the monitoring application server;
the working process of the system is as follows:
the monitoring application server inquires the corresponding first emergency broadcast safety module at regular time to obtain first emergency broadcast safety module data, a database is searched, and if the first emergency broadcast safety module data are inconsistent, the data abnormality of the emergency broadcast safety module is judged;
the monitoring application server generates a monitoring test case at regular time, further generates an emergency broadcast message containing the monitoring test case, and sends the emergency broadcast message to the first emergency broadcast security module for signature, and if the signature fails, the emergency broadcast security module is judged to be abnormal in signature;
the emergency broadcasting system resource sends emergency broadcasting system resource data to the monitoring application server at regular time, the monitoring application server retrieves the database after receiving the emergency broadcasting system resource data, and if the emergency broadcasting system resource data are inconsistent, the emergency broadcasting system resource data are judged to be abnormal;
the emergency broadcasting system resource regularly inquires the corresponding emergency broadcasting safety module to obtain the data of the emergency broadcasting safety module and sends the data to the monitoring application server; the monitoring application server retrieves the database after receiving the data, and if the data are inconsistent, the data of the emergency broadcast safety module are judged to be abnormal;
the monitoring application server generates a monitoring test case at regular time, further generates an emergency broadcast message containing the monitoring test case, and sends the emergency broadcast message to the emergency broadcast system resource after the emergency broadcast message is signed by the first emergency broadcast safety module; after receiving the emergency broadcast system resources, sending the emergency broadcast system resources to a corresponding emergency broadcast safety module for signature verification, if signature verification fails, sending an emergency broadcast message containing signature verification failure information to a monitoring application server, extracting the signature verification failure information from the monitoring application server, and judging that the signature verification of the emergency broadcast safety module is abnormal; if the signature verification is successful, the emergency broadcast system resources extract the monitoring test case from the emergency broadcast system resources, generate an emergency broadcast message containing the monitoring test case, and send the emergency broadcast message to the corresponding emergency broadcast security module for signature, wherein the two conditions are as follows: in the first case, if the signature fails, the emergency broadcast system resource sends an emergency broadcast message containing signature failure information to the monitoring application server, and the monitoring application server extracts the signature failure information from the emergency broadcast message and judges that the signature of the emergency broadcast security module is abnormal; and in the second situation, if the signature is successful, the emergency broadcast system resource sends an emergency broadcast message containing the signature and the monitoring test case to the monitoring application server, the monitoring application server receives the emergency broadcast message, the monitoring application server extracts the monitoring test case from the emergency broadcast message after the signature is verified by the first emergency broadcast safety module, the monitoring test case is compared with the sent monitoring test case, and if the emergency broadcast message is inconsistent, the receiving and sending consistency of the emergency broadcast message is abnormal.
