本发明实施例提供一种随机接入方法及装置,涉及通信技术领域,解决了现有技术中用户设备无法在非锚点载波上准确的选择资源以进行随机接入的问题。所述方法包括:用户设备UE在第一测量周期T1内测量锚点载波上的参考信号接收功率(RSRP)W1;所述UE根据所述W1,确定第一覆盖等级;所述UE根据所述第一覆盖等级确定第一资源,所述第一资源用于所述UE在非锚点载波上进行随机接入。
