Abstract
本申请实施例提供一种网络拥塞控制方法、设备及系统,根据用户类型、业务类型及用户位置,动态地对用户的驻留或切换进行控制,从而达到拥塞控制的目的。网络设备根据接入网用户面拥塞信息等信息进行动态的用户的分组RFSP配置,不需要修改UE的签约信息,根据用户类型和业务类型选择不同的网络/频段/小区进行驻留或切换控制,通过识别小区位置,引导用户进行选频,从而达到拥塞控制等目的。
