Unlike the prior art in which the diverting pulley device is fixed to the top of the hoistway, the diverting pulley device 3 in this embodiment is fixedly disposed on the upper portion of the car guide rail 1. The diverting pulley arrangement 3 comprises diverting pulley support beam assembly fixed to the upper part of the car guide rail 1. The diverting pulley support beam assembly comprises two short beams 302 and two long beams 303, wherein the two short beams 302 are respectively and horizontally symmetrically arranged on the corresponding car guide rail 1, and the long beams 303 are horizontally arranged between the two short beams 302. The long beam 303 and the short beam 302 are fixed by a bolt-nut assembly. The long beam 302 comprises two symmetrically arranged channel steel, the anti-rope wheel set 301 is arranged between the two channel steel, the channel steel not only plays a supporting role, but also plays a rope blocking plate role, and the stability of the operation of the traction rope is guaranteed, and the traction rope is prevented from being separated. Two sets of counter-sheave blocks 301 are hinged at both ends of a long beam 303.
