本申请提供传输上行控制信息的方法和装置,所述方法包括:终端接收网络设备发送的下行公共控制信息,所述下行公共控制信息用于指示一组终端中每个终端传输上行控制信息使用的传输资源,所述终端为所述一组终端中的任一个终端;所述终端在所述传输资源上向所述网络设备发送所述上行控制信息。通过下行公共控制信息为一组终端同时指示传输上行控制信息的传输资源,避免了现有技术中,网络设备需要向各个终端分别发送指示终端传输上行控制信息的传输资源的指示信息,以减少网络设备为终端配置上行控制信息的传输资源时发送信令的开销。
