The invention solves the problem that in the prior art, a hauling rope is soaked by sewage in the hoisting process of a filter barrel for collecting scum, the hauling rope is easily corroded by the sewage along with the change of time to cause the damage of the hauling rope, thereby causing the influence on the lifting work, and when the external power supply equipment is accidentally powered off, the filter barrel for collecting the scum falls into a primary sedimentation tank to increase the work load of sewage treatment.
