directly calling a terminal reachable service, wherein when the terminal is determined to be in a connected state, the terminal reachable service calls access and mobility management related functions or services to establish a user plane data channel for the terminal; the terminal reachable service pages the terminal when determining that the terminal is in an idle state, and calls access and mobility management related functions or services to establish a user plane data channel for the terminal after determining that the terminal is in a connected state;
the indirectly invoking the terminal reachable service to establish a user plane data channel for the terminal includes:
calling access and mobility management related functions or services, wherein the access and mobility management related functions or services call terminal reachable services to determine that the terminal is in a connected state; when the access and mobility management related function or service receives the information that the terminal reachable service determines that the terminal is in a connected state, a user plane data channel is established for the terminal; when the access and mobility management related functions or services receive the information that the terminal reachable service determines that the terminal is in an idle state, calling the terminal reachable service to page the terminal, and after receiving the information that the terminal reachable service determines that the terminal is in a connected state, establishing a user plane data channel for the terminal;

5. The method of claim 4, wherein the invoking the access and mobility management related function or service to establish a user plane data channel for the terminal comprises:
sending a calling request to the access and mobility management related function or service, wherein the calling request carries a terminal reachable indication, so that the access and mobility management related function or service establishes a user plane data channel for the terminal after determining that the terminal is in a connected state according to the terminal reachable indication; or

10. The method of claim 8, wherein establishing the user plane data channel for the terminal comprises:
calling a terminal reachable service to determine that the terminal is in a connected state;
and after receiving the information that the terminal reachable service determines that the terminal is in the connected state, establishing a user plane data channel for the terminal.
11. The method of claim 10, wherein invoking the terminal-reachable service to determine that the terminal is in a connected state comprises:
receiving a response message of the terminal reachable service, determining that the terminal is in a connected state according to the response message, wherein the response message comprises a terminal reachable indication; or
