in the step 202, a CPU resource utilization rate threshold and a current node communication bandwidth threshold are defined according to an FC network overall planning condition of a specific model;
step 3, a loading control sending step, wherein the loading equipment starts to execute configuration data loading;
and 4, a loading control receiving step, wherein the network manager starts to receive and store the configuration data.
2. The method for FC network configuration data auto-loading based on arbitration mechanism as claimed in claim 1, wherein step 1 comprises:
step 101, initializing a loading arbitration queue;
step 102, reading locally stored configuration file information and acquiring local configuration information if the network manager is detected to be ready;
103, sending a loading arbitration request message to a network manager according to the local configuration information;
step 104, waiting for receiving the loading arbitration request response message, and if the loading arbitration request response message is received, processing the loading arbitration request response message;
step 105, waiting for receiving the loading arbitration instruction command message, and if receiving the loading arbitration instruction command message, processing the loading arbitration instruction command message;
step 106, acquiring loading and arbitration instruction information, and inputting the loading and arbitration instruction information into a loading and arbitration queue;
step 107, if detecting that the loading arbitration queue is out of queue, acquiring a loading execution result;
step 108, according to the loading execution result, sending a loading arbitration indication command response message, and going to step 105.
3. The method of claim 2, wherein the FC network configuration data auto-loading based on arbitration mechanism,
in the step 102, the local configuration information content mainly includes a total number of modules, a physical module number, a number of configuration files of each module, a version number of configuration files of each module, and configuration files of all versions;
in step 104, the loading arbitration request response message at least includes information in five-tuple, where the five-tuple is the total number of modules, the physical number of the modules, the number of configuration files of each module, the version number of configuration files of each module, and the loading network status;
in step 105, the loading arbitration instruction command message at least includes information in a quadruplet, where the quadruplet is a physical number of a module to be loaded, a network communication address of the module to be loaded, a request for loading a configuration file version, and an arbitration instruction;
in the step 105, the arbitration instruction is made by the network manager according to the locally summarized configuration version information of each node of the network, the network application plan and the configuration file information sent by the loading device, and the arbitration instruction result is that the loading and loading end does not have a required configuration file, a module which does not need to be configured and loaded does not reply the message by default;
in step 107, the loading execution result includes the physical number of the loaded module, the network communication address of the loaded module, and the version number of the configuration file;

step 304, sending a request message for loading and transmitting configuration file data;
step 305, waiting for a request response message of loading and transmitting the data packet, and if the request response message of loading and transmitting the data packet is received, acquiring the request response message of loading and transmitting the data packet;
step 306, detecting whether the data transmission of the configuration file is finished, if not, turning to step 304, and if so, sending a data transmission stop message of the configuration file;
step 307, waiting for a configuration file data transmission stop response message, and if receiving the configuration file data transmission stop response message, acquiring a storage loading execution result;
step 308, sending a load arbitration indication command response message according to the load execution result.
