本发明实施例提供一种传输下行控制信息的方法、网络侧设备和终端设备。该方法包括:网络侧设备确定向终端设备发送下行数据时所用的传输方式;网络侧设备向终端设备发送下行控制信息DCI,DCI携带第一指示信息,第一指示信息用于指示网络侧设备向终端设备发送下行数据时所用的传输方式。本发明实施例能够提高网络侧设备指示下行数据的传输方式的灵活性和可靠性。
