Through the combination of the above components, the present invention has the beneficial effects that under the action of the anode generator 4033 and the cathode generator 4034, the present invention can generate an ultrahigh strength magnetic field to magnetize water, so that the needle-shaped crystals of mineral scale substances inside the water can change granular crystals, wherein the characteristics of adhesion and aggregation are damaged, so as to prevent the mineral substances from attaching to the moving elements of the water meter, and under the action of the temperature increasing device 40411 and the temperature increasing plate 40413 of the impeller auxiliary heater 404, the present invention can generate local high temperature to locally heat water, so that the mineral substances in the nearby water can be decomposed into soft mineral substances, so that the mineral substances are not easy to accumulate on the moving elements, thereby effectively improving the accuracy of the moving elements of the water meter for measuring water quantity, and avoiding errors.
