the server is internally provided with a consultation question unanswered recording module and a non-associated question inquiring module, the consultation question unanswered recording module is used for recording question questions of the inquirers who do not answer when the answer information generating module does not generate proper answer information, the non-associated question inquiring module is used for sending the answer information which is not associated with the consultation questions of the inquirers to the voice output module for voice output when the inquirers just start to consult the required consultation questions, and then the inquirers input the response voice information through the consultation module.
