judging whether the fragment information of the currently played video is stored locally; the clip information is stored in the process of intercepting the video clip in the currently played video by the user, and comprises the following steps: the method comprises the steps of identifying the video to which a video clip belongs, and identifying information of a starting time point, an ending time point and a clip of the video clip intercepted by a user;
