sending the verification code signature and the short message verification code ciphertext to the client so that the client checks the verification code signature by using a server public key, and decrypting the short message verification code ciphertext by using a client private key after the check passes to obtain the short message verification code;
acquiring a short message verification code input by a user of the client and completing payment operation;
the server-side private key and the client-side private key are generated by a random number and a part of private keys in a registration stage; the server public key is generated by the server private key and a part of public keys in a registration stage and corresponds to the server private key; the client public key is generated by the client private key and a part of public keys in a registration stage and corresponds to the client private key;
the registration phase comprises:
receiving user information sent by the client, wherein the user information at least comprises: PAN code, user name, password and mobile phone number;
judging whether the PAN code exists in a preset database or not;
if so, generating and storing user identification information by using the user information and the validity period of the user information, generating the partial private key and a partial public key corresponding to the partial private key by using a random number and the user identification information, carrying out XOR processing on the partial private key, and transmitting the XOR processed partial private key and the partial public key to the client.
2. The payment method based on short message authentication code as claimed in claim 1, wherein the obtaining of the short message authentication code inputted by the user of the client and the completion of the payment operation comprises:
acquiring a short message verification code input by a user of the client;
judging whether the short message verification code input by the user is consistent with the short message verification code generated according to the payment request;
and if so, completing the payment operation.
3. A payment device based on short message verification code, which is characterized in that based on a server, the payment device comprises:
the server receiving module is used for receiving a payment request sent by a client and generating a corresponding short message verification code according to the payment request;
the signature encryption module is used for signing the short message verification code by using a server-side private key to obtain a verification code signature, and encrypting the short message verification code by using a client-side public key to obtain a short message verification code ciphertext;

sending the short message verification code input by the user to the server side so that the server side can acquire the short message verification code input by the user and complete payment operation;
the server-side private key and the client-side private key are generated by a random number and a part of private keys in a registration stage; the server public key is generated by the server private key and a part of public keys in a registration stage and corresponds to the server private key; the client public key is generated by the client private key and a part of public keys in a registration stage and corresponds to the client private key;
the registration phase comprises:
sending user information to the server side so that the server side can judge whether a PAN code exists in a preset database or not; if so, generating and storing user identification information by using the user information and the validity period of the user information, generating the partial private key and a partial public key corresponding to the partial private key by using a random number and the user identification information, carrying out XOR processing on the partial private key, and sending the XOR processed partial private key and the partial public key; the user information at least comprises: PAN code, user name, password and mobile phone number;
and receiving the part of private key and the part of public key which are sent by the server and subjected to the XOR processing.

The payment method based on the short message verification code as claimed in claim 4, wherein the sending the short message verification code inputted by the user to the server so that the server obtains the short message verification code inputted by the user and completes payment operation comprises:
acquiring a short message verification code input by the user;
signing the short message verification code input by the user by using the client private key to obtain a user signature, and encrypting the short message verification code input by the user by using the server public key to obtain a user verification code ciphertext;
sending the user verification code ciphertext and the user signature to the server side so that the server side can obtain the user verification code ciphertext and the user signature, verifying the signature of the user signature by using the client side public key, decrypting the user verification code ciphertext by using the server side private key after the signature verification is passed, obtaining a short message verification code input by the user, and judging whether the short message verification code input by the user is consistent with a short message verification code generated according to the payment request; and if so, completing the payment operation.
