Background
A Customer Premises Equipment (CPE) has an LTE (Long Term Evolution) demodulation function, and may demodulate an LTE signal from a base station and convert the LTE signal into a Wi-Fi signal to provide an internet access service for a plurality of terminal devices, as shown in fig. 1, which is a working diagram of the LET CPE.
In the prior art, after a user purchases a CPE package, the user can surf the internet through a Wi-Fi signal converted by the CPE, and a communication operator cannot acquire information on whether the CPE is moved by the user, so that if the user moves the CPE freely, network resources provided by the CPE can be used as much as possible, and abuse of the network resources is caused.

CPE scans wireless environment parameters; the wireless environment parameters comprise a first CELL identification (CELL ID) list, and the first CELL ID list comprises CELL IDs which can be used by CPE in the latest period;
reporting the wireless environment parameters and the identification information of the CPE to a server so that the server searches a second CELL ID list which is locally stored and corresponds to the identification information of the CPE according to the identification information of the CPE, and controls a charging mode of the CPE using network resources according to the first CELL ID list and the searched second CELL ID list, wherein the second CELL ID list comprises a CELL ID which is allowed to be used by the CPE in a CPE package purchased by a user; the second list of CELL IDs is determined by the server according to the following steps: after registering a service address in the CPE, receiving wireless environment parameters and CPE identification information reported by the CPE at least once in a set time length after the CPE is started up for the first time; using the CELL ID in the wireless environment parameters reported by the CPE at least once as the CELL ID in a second CELL ID list corresponding to the CPE identification information; or after the CPE registers a service address, receiving wireless environment parameters and CPE identification information reported by the CPE for the first N times after the CPE is started up for the first time; taking the CELL ID in the wireless environment parameters reported by the CPE for the previous N times as the CELL ID in a second CELL ID list corresponding to CPE identification information; wherein N is an integer greater than or equal to 1; the server controls the charging mode of the CPE using the network resources according to the following modes: determining the number of CELL IDs which are not in the second CELL ID list and exist in the first CELL ID list; if the determined number of the CELL IDs is less than or equal to a set threshold value, charging according to the network resource package customized by the CPE; and if the determined number of the CELL IDs is larger than a set threshold value, charging the CPE in a non-network resource package mode.
4. An apparatus for determining a charging mode of a Customer Premises Equipment (CPE), comprising:
the receiving module is used for receiving the wireless environment parameters and the CPE identification information reported by the CPE; the wireless environment parameters comprise a first CELL identification (CELL ID) list scanned by the CPE, and the first CELL ID list comprises CELL IDs which can be used by the CPE in the latest period;
the searching module is used for searching a second CELL ID list which is locally stored and corresponds to the CPE identification information according to the CPE identification information, wherein the second CELL ID list comprises a CELL ID which is allowed to be used by the CPE in a CPE package purchased by a user; determining the second list of CELL IDs stored locally according to the following steps: after registering a service address in the CPE, receiving wireless environment parameters and CPE identification information reported by the CPE at least once in a set time length after the CPE is started up for the first time; using the CELL ID in the wireless environment parameters reported by the CPE at least once as the CELL ID in a second CELL ID list corresponding to the CPE identification information; or after the CPE registers a service address, receiving wireless environment parameters and CPE identification information reported by the CPE for the first N times after the CPE is started up for the first time; taking the CELL ID in the wireless environment parameters reported by the CPE for the previous N times as the CELL ID in a second CELL ID list corresponding to CPE identification information; wherein N is an integer greater than or equal to 1;
the control module is used for controlling the charging mode of the CPE using the network resources according to the first CELL ID list and the searched second CELL ID list;
the control module is specifically configured to: determining the number of CELL IDs which are not in the second CELL ID list and exist in the first CELL ID list; if the determined number of the CELL IDs is less than or equal to a set threshold value, charging according to the network resource package customized by the CPE; and if the determined number of the CELL IDs is larger than a set threshold value, charging the CPE in a non-network resource package mode.
5. The apparatus of claim 4, wherein the control module is further to:
judging whether a CELL ID in the second CELL ID list exists in the first CELL ID list or not according to the first CELL ID list and the searched second CELL ID list;
if yes, charging according to the network resource package customized by the CPE;
and if not, charging the CPE according to a non-network resource package mode.
6. An apparatus for determining a charging mode of a Customer Premises Equipment (CPE), comprising:
the scanning module is used for scanning wireless environment parameters; the wireless environment parameters comprise a first CELL identification (CELL ID) list, and the first CELL ID list comprises CELL IDs which can be used by CPE in the latest period;
a reporting module, configured to report the wireless environment parameter and CPE identification information of the device to a server, so that the server searches a second CELL ID list corresponding to the CPE identification information and stored locally according to the CPE identification information, and controls a charging manner for the CPE to use network resources according to the first CELL ID list and the searched second CELL ID list, where the second CELL ID list includes a CELL ID that is allowed to be used by the CPE in a CPE package purchased by a user; the second list of CELL IDs is determined by the server according to the following steps: after registering a service address in the CPE, receiving wireless environment parameters and CPE identification information reported by the CPE at least once in a set time length after the CPE is started up for the first time; using the CELL ID in the wireless environment parameters reported by the CPE at least once as the CELL ID in a second CELL ID list corresponding to the CPE identification information; or after the CPE registers a service address, receiving wireless environment parameters and CPE identification information reported by the CPE for the first N times after the CPE is started up for the first time; taking the CELL ID in the wireless environment parameters reported by the CPE for the previous N times as the CELL ID in a second CELL ID list corresponding to CPE identification information; wherein N is an integer greater than or equal to 1; the server controls the charging mode of the CPE using the network resources according to the following modes: determining the number of CELL IDs which are not in the second CELL ID list and exist in the first CELL ID list; if the determined number of the CELL IDs is less than or equal to a set threshold value, charging according to the network resource package customized by the CPE; and if the determined number of the CELL IDs is larger than a set threshold value, charging the CPE in a non-network resource package mode.
