The method comprises the following steps: the data transmission interface module is connected with the data classification module through the data information uploading module; the map drawing module is connected with the data classification module through the data information uploading module; the GIS module is connected with the map drawing module through the data information uploading module; and the map drawing module is connected with the data processing module through the data information uploading module. The invention sends the network optimization scheme data to the database server by setting the data transmission interface module, and the user scores the network optimization scheme data in the database server by the scoring module, thereby facilitating the sharing of the network optimization scheme by network optimization workers and making a new network optimization scheme by referring to the historical network optimization scheme.
